County Manager's Report #9-Resolution in support of AB 137 (Correa), taxes: designated contributions: senior citizens

 

Recommendation

Adopt a resolution in support of AB 137 (Correa) extending the sunset date on the California Fund for Senior Citizens (Fund) tax check-off.

 

Background

AB 137 would extend the sunset date on the California Fund for Senior Citizens (Fund) tax check-off from 2005 to January 1, 2010 and would retain the existing requirement that the Fund receive a minimum contribution ($262,000 in FY 2003-2004) level in order to remain on the list of check-off options.

 

The funds generated by the check-off are dedicated to the California Senior Legislature, which is the sponsor of this bill.

 

Current law allows tax payers to contribute to one or more of 11 voluntary contribution funds by checking a box on their state income tax return. Contributions to the various funds are made from taxpayers' own resources (not from their tax liability, as is possible on federal tax returns). However, check-off amounts may be claimed as charitable contributions on taxpayers' tax returns during the subsequent year.

 

Discussion

San Mateo County is home to three members of the California Senior Legislature. They are Senior Senator Marianne Mannia, from Woodside, Senior Assembly Persons Helen Karr and Marvin Goldman from Pacifica and Foster City respectively. Both Senior Assembly Members also serve on the Commission on Aging. They all bring their legislative expertise to the Commission on Aging and regularly update the Commission on senior legislative issues as discussed in the California Senior Legislature.

 

The Commission on Aging voted to recommend to the Board of Supervisors' Legislative Committee support of AB 137.

 

The Legislative Committee has reviewed and recommends support of this bill.
