Recommendation |
Adopt a resolution in support of AB 1131 (Jackson) regarding crimes against elders and dependent adults. |

Background |
AB 1131 would expand the definition of "financial elder abuse" to include forgery, fraud, or identity theft committed against an elder or dependent adult, and increases the penalties for a second offense of financial elder abuse. |
|
According to Jackson, "Currently, the only financial crimes included in the definition of elder abuse are theft and embezzlement. Unfortunately, seniors are often the victims of identity theft perpetrated by persons they trust. It is all too easy for an unscrupulous caretaker or family member to use a senior's personal information to fraudulently open credit accounts in his or her name or commit similar crimes. This bill will make it possible to prosecute this as financial elder abuse." |
