Appropriation Transfer Request for Election Services ($262,106)

 

Recommendation

Approve an Appropriation Transfer Request (ATR) transferring $262,106 from Unanticipated Revenue to the Extra Help and Service and Supply accounts within the Elections Budget Unit.

 

Background

Your Honorable Board has authorized the provision of election services in a special election scheduled for June 3, 2003, on behalf of the City of Belmont (Reso. 065780, January 28, 2003), and these school districts: Burlingame Elementary, Cabrillo Unified, San Carlos, and San Mateo-Foster City (Reso. 065886, March 25, 2003). These entities will be billed for the entire cost of the elections, none of which are included in our current fiscal year budget.

 

Discussion

Projected costs for the June 3, 2003 election total $262,106. This amount will cover anticipated expenditures for extra help ($69,607), and for ballot printing and translation, absentee voting, postage, polling place worker fees, voting equipment delivery, programming, and miscellaneous other expenses ($192,499).

 

The County will be fully reimbursed by the participating districts for these election expenditures. Reimbursements will be allocated to the Unanticipated Revenue account.

 

Vision Alignment

These expenditures will keep the County's Commitment to "responsive, effective and collaborative government" that will "realize the potential of our diverse population." They will serve County's Goals to base "government decisions . . . on careful consideration of future impact rather than temporary relief" and to facilitate "civic engagement-including voting . . . and participation in public discussions of important issues."

 

Fiscal Impact

There is no Net County Cost. All expenditures will be fully reimbursed by participating entities.
