Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· reclassifying two positions

· splitting one full time position into two part time positions

· designating one position as confidential, and

· converting three unclassified positions to classified status.

These actions were approved for study by the County Manager's Office.

This item keeps the commitment of responsive, effective and collaborative government through goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

Fiscal Impact

The reclassification actions represent a monthly salary and benefit cost of $1697 or an annual cost of $20,364.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 20000 RETIREMENT OFFICE

Action:

Change: One position of E491S, Retirement Analyst series

Biweekly Salary: $1379.20 - 1983.20

Approximate Monthly Salary: $2988 - 4297

To: Confidential status

Same salary range

   

Explanation:

This is the conversion of one position of Retirement Analyst to confidential status. The specific duties of the incumbent in this position involve providing detailed and confidential support to the Chief Executive Officer. As such it is appropriate to designate the position as confidential. This action represents a monthly salary and benefits cost of $43 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

   

ORGANIZATION 30000 SHERIFF'S OFFICE

Action:

Split: One full time position of E406S, Storekeeper series

Biweekly Salary: $1042.40 - 1588.00

Approximate Monthly Salary: $2259 - 3441

Into: Two part time positions

   

Explanation:

This is the splitting of one full time Storekeeper position into two part time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

One position of F079, Medical Services Assistant II

Biweekly Salary: $1227.20 - 1534.40

Approximate Monthly Salary: $2659 - 3325

One position of E411S, Patient Services Assistant series

Biweekly Salary: $1295.20 - 1619.20

Approximate Monthly Salary: $2807 - 3509

Explanation:

This is the upward reclassification of one existing filled Medical Services Assistant II position to the classification of Patient Services Assistant I/II. This will make this position consistent with the classification of other support staff positions in the Radiology and Diagnostic Imaging/Nuclear Medicine department. The support staff is primarily responsible for direct patient contact conducting registration, scheduling, other front desk responsibilities and other tasks related to handling of films. This action represents a monthly salary and benefits cost of $239 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Biweekly Salary: $1228.80 - 1619.20

One position of B157, Staff Physician - unclassified

Approximate Monthly Salary: $9150 - 10,818

Explanation:

This is the conversion of three unclassified positions in the Chronic Disease Clinic to classified status. These positions were originally established through grant and other uncertain long term funding and were appropriately created in the unclassified service. Since implementation, however, the positions have been integrated into the overall delivery structure and provide ongoing health services in the clinic. As the positions are anticipated to fill an ongoing need it is appropriate to convert them to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Biweekly Salary: $1179.20 - 1474.40

Approximate Monthly Salary: $2555 - 3195

Add: One position of E003, Administrative Secretary III

Biweekly Salary: $1581.60 - 1976.80

Approximate Monthly Salary: $3427 - 4283

   

Explanation:

This is the upward reclassification of one existing filled Office Assistant II position to the classification of Administrative Secretary III. This will make the Clinic Administration support staff classification consistent with those of Hospital Administration. The administrative support staff is primarily responsible for providing a variety of routine to difficult secretarial support functions for the Deputy Directors of the Community Clinics Administration. This action represents a monthly salary and benefits cost of $1414 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.
