Amendment 1 to agreements with the California Department of Aging for Title IIIE, Title III/VII, Title V, of the Older Americans Act (OAA) of 1965, and for Community-Based Services Program (CBSP)

 

Recommendation

1.

Adopt a resolution authorizing the President of the Board of Supervisors to execute Amendment 1 to Agreement No. FC-0204-08 for Title IIIE, Amendment 1 to Agreement No. FF-0203-08 for Title III/VII, Amendment 1 to Agreement No. TV-0203-08 for Title V, and Amendment 1 to Agreement No. CB-0203-08 for CBSP with the California Department of Aging (CDA); and

   

2.

Approve an Appropriation Transfer Request (ATR) to set up additional appropriations and recognize additional revenues in the amount of $412,932

 

Background

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County's senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo's OAA allocation.

 

On August 21, 2001, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2001-05. This plan, together with the annual budget, fulfills CDA's requirements and generates a contract from CDA for funding. On July 9, 2002, your Board also approved an agreement with CDA for 2002-03 for Title III/VII for nutrition and supportive services for a total of $2,400,486. On September 17, 2002 your Board approved three agreements with CDA for 2002-03: one for Title IIIE for family caregiver support for $285,357; one for Title V for subsidized training and employment for $216,215; and one for CBSP for supportive services including HICAP, Linkages/Respite, Foster Grandparents, Senior Companions, and Alzheimers Day Care Resource Center (ADCRC) for $575,631.

 

Discussion

CDA distributes additional funds or reduces allocations periodically throughout the fiscal year as funds become available or are decreased. Amendment 1 to the Title III/VII agreement provides an additional $493,858 in state and federal dollars. These funds will be used to increase reimbursements for ombudsman, transportation, home-delivered meals, congregate nutrition and adult day health care to contract providers who are exceeding service goals in these areas, and to manage increased food and delivery costs in the congregate and home-delivered meals programs. Amendment 1 to the Title V agreement reduces the allocation by $586. The amendment to the CBSP agreement increases available funding by $30,830. This increase is primarily to provide food supplies for low-income seniors through the Brown Bag program. Additional Title IIIE funds in the amount of $187,080 will be used to provide respite care and other forms of support to family caregivers.

 

AAS has continued to make the provision of those services that help maintain severely impaired individuals in independent settings a division-wide performance measure. With the assistance of the services provided through these agreements we have met this measure as a division.

The Commission on Aging and County Counsel have approved these amendments.

 

Vision Alignment

The four amendments to the state agreements for Title IIIE, III/VII, Title V and CBSP, keep the commitment of ensuring basic health and safety for all and goal number 8: People- Help vulnerable people- the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. Funds for these programs will contribute to this commitment and goal by providing transportation, home-delivered meals, congregate nutrition and adult day health care.

 

Fiscal Impact

There are no changes to the terms of these four agreements. The original agreement with Title IIIE was for $285,357. Amendment 1 adds $187,080, bringing the total allocation for Title IIIE to $472,437. The original agreement with CDA for Title III/VII was for $2,400,486. Amendment 1 adds $493,858, bringing the total allocation for Title III/VII to $2,894,344. The original agreement with CDA for Title V was for $216,215. Amendment 1 reduces funds by $586, bringing the total allocation for Title V to $215,629. The original agreement with CDA for CBSP was $575,631. Amendment 1 adds $30,830 for a total allocation for CBSP of $606,461. The total net increase in revenues and appropriations included in these amendments is $711,182. However, because the adopted budget was prepared based on program estimates from CDA, it is only necessary to add $412,932 in revenues and related appropriations at this time to the Aging and Adult Services' approved budget for 2002-2003. An Appropriation Transfer Request has been prepared to make the necessary changes in revenues and appropriations. Any ongoing expenditures will be reduced if funds are unavailable in future years. There is no impact on the County General Fund as a result of these amendments or approval of the ATR in the amount of $412,932.
