Amendment to the Agreement with Deloitte Consulting

 

Recommendation

Adopt a Resolution to:

   

1.

Waive the Request for Proposal (RFP) Process; and

   

2.

Authorize an Amendment to the Agreement with Deloitte Consulting increasing the amount by $343,000 for a total obligation of $442,000 to complete the design, development, and implementation of the One-E-App, a web-based software application that automates the processing, collection and storage of data for the Healthy Kids Program and other locally managed health programs, and extend the term to June 30, 2004.

 

Background

In August and October of 2002, the Board of Supervisors took several actions to establish and fund the San Mateo County Children's Health Initiative (CHI) with the goal of providing health insurance to approximately 17,000 uninsured children from low-income and middle-income households who are not eligible for Medi-Cal and/or Healthy Families in San Mateo County. As part of its actions, the Board of Supervisors charged the Human Services Agency (HSA) with determining and overseeing final eligibility for the new Healthy Kids program.

 

HSA has worked with CHI coalition partners-Health Services Agency, Health Plan of San Mateo (HPSM) and the San Mateo Medical Center (SMMC)-to develop an application process for Healthy Kids that aligns with the existing Medi-Cal and Healthy Families programs and makes enrollment and eligibility determination for these three programs as seamless as possible to the client and staff. To implement the ideal system, HSA contracted with Deloitte Consulting to develop the One-E-App web-based application system. One-E-App expands on the existing Health-E-App program for Medi-Cal and Healthy Families for children, which was developed by Deloitte Consulting at the request of the California Healthcare Foundation.

 

Discussion

One-E-App provides the County with the opportunity to implement an universal web-based enrollment system that will enable families to apply for the Medi-Cal, Healthy Families and Healthy Kids programs without having to fill out more than one enrollment application. The system will expedite eligibility determination and enrollment; improve data tracking, and integrate with the existing HPSM and HSA IT systems. Since many parents request health insurance when they apply for their children, the One-E-App will also include the SMMC's adult WELL program. The goal is that One-E-App will eventually include all health insurance programs for children and adults making the system, a one-stop health insurance enrollment process for the entire family.

 

The One-E-App also aligns with the CHI goal of enrolling children into all available health coverage programs, relying first on Medi-Cal and Healthy Families before enrolling children into Healthy Kids. Using this approach, the County will ensure that children receive comprehensive health coverage without supplanting existing federal and state dollars with local, private and public resources.

 

A Request for Proposal Waiver was granted by the County Manager when the original Agreement was submitted based on the fact that the Contractor is a sole source provider. Since it is in the County's best interest to continue Phase II of the project with Deloitte Consulting, we are requesting a second Waiver of the Request for Proposal (RFP) Process in the Resolution to the Board of Supervisors. County Counsel has approved this Agreement as to form, and Risk Management has approved evidence of insurance.

 

Vision Alignment

The One-E-App Program keeps the commitment to: Ensure basic health and safety for all and goal number 5: Residents have access to health care and preventive care, and Responsive, effective and collaborative government and goal number 21: County employees understand, support and integrate the County vision and goals into the delivery of services. This Amendment to the Agreement with Deloitte Consulting contributes to these commitments and goals since it will assist the Human Services Agency in developing a system to ensure that all our children are afforded the best possible health care.

 

Fiscal Impact

The San Mateo County Children's Health Initiative (CHI), the San Mateo County Community Access Program (CAP), and the San Mateo Medical Center (SMMC) provide for the cost of this program. The total amount of the Phase I was $99,000. Funding for the Phase I was provided through the CHI. The Human Services Agency was reimbursed 100% of the costs. The total amount for Phase II is $343,000. Cost of services is $256,000 and annual maintenance is $87,000. The contract obligation for both Phase I and Phase II is $442,000. The term of this Agreement is being extended to June 30, 2004. There is no Net County Cost.
