Mirada Road Pedestrian Bridge Project - Half Moon Bay Area

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Mirada Road Pedestrian Bridge Project.

 

Previous Board Action

Adopted Resolution No. 65896 on March 25, 2003, adopting plans and specifications, determining prevailing wage scales and calling for sealed proposals for the above-mentioned project.

 

Discussion

On Tuesday, April 22, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

 

River City Constructors

was the lowest bid received. River City Constructor's bid was listed as $252,500 at the bid opening. However, upon checking their bid, the bid total was found to be $226,500. County Counsel has confirmed that the corrected bid amount is in conformance with the bid instructions and River City Constructors has submitted written confirmation that their intended bid was $226,500.

 

The Engineer's estimate for the project was $315,000. A summary of the bids received is as follows:

We have reviewed the Contract documents and have determined that the Affirmative Action program submitted by River City Constructors is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7, "maintain and enhance public safety of all residents and visitors," as the project will maintain an important link in the Coastal Trail that is used by residents and visitors to the coastside.

 

Fiscal Impact

The total estimated cost for construction and contingencies is $250,000, which includes a ten percent (10%) contingency ($23,500) as the work is bid on a unit price basis (i.e., linear feet of bridge piles, cubic yards of structural concrete, etc.). The contingency is used to pay the contractor for any additional bid item material placed as measured during project construction.

 

The project is proposed to be financed with $102,000 in 1/2 Cent Transportation Funds and a $148,000 Federal Transportation Enhancement Activity (TEA) Grant that has been approved for the project.

 

The TEA funds are provided on a reimbursable basis and will not be available until the project is constructed. However, sufficient funds are available in the 1/2 Cent Transportation Fund to initially finance the work.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
