Edison Way Reconstruction Project - North Fair Oaks - Redwood City Area (County Project No. R7F00 - F36 [305D])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Reconstruction of Edison Way.

 

Previous Board Action

1.

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 

2.

Adopted minimum road standards and a priority list for the reconstruction of roads in the North Fair Oaks area.

   

3.

Authorized the Department of Public Works to proceed with the preparation of plans and specifications for the reconstruction of Edison Way using the applicable minimum roads standards as previously approved by your Board.

 

Key Facts

1.

Edison Way is the first project on the priority list adopted by your Board for the North Fair Oaks Area.

 

2.

SBC (formerly Pacific Bell) and the Fair Oaks Sewer Maintenance District have requested that work on their facilities within the project limits be included in the proposed project.

 

Discussion

The proposed project will reconstruct the roadway on Edison Way between 1st Avenue and 11th Avenue using the standards adopted by your Board, with input from the adjacent property owners. The project will also: reconfigure existing storm drain facilities, replace an existing storm drain pipe with a larger diameter pipe, and create approximately 10,000 square feet of permeable shoulder area to reduce the peak discharge of storm water.

 

We will notify the property owners within the project limits of the timing of the project once a contract has been awarded and the contractor's construction schedule is determined.

 

This project qualifies for a Categorical Exemption pursuant to Section 15302, Class 2 of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7, "maintain and enhance the public safety of all residents and visitors," as the proposed project improves Edison Way for the benefit of both the adjacent property owners as well as the general public.

 

Fiscal Impact

The estimated cost of construction is $1,650,000, which is proposed to be financed as follows:

Road Funds and Mitigation Fees Funds have been appropriated to pay for the proposed project, and the cost of doing work for SBC (Pacific Bell) and the Fair Oaks Sewer Maintenance District will be covered by agreements executed by the Director as authorized by your Board.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
