RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE STATE DEPARTMENT OF FINANCE FOR PARTICIPATION IN THE STATE-COUNTY PROPERTY TAX ADMINISTRATION GRANT PROGRAM FOR FISCAL YEAR 2002-03 |

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that |
|
WHEREAS, the Board of Supervisors has previously authorized three agreements with the State Department of Finance to participate in the State-County Property Tax Administration Loan Program during fiscal years 1995-96 through 2001-02; and; |
|
WHEREAS, program loan funds have enabled the Assessor-County Clerk-Recorder to substantially reduce assessment processing and assessment appeals backlogs, and to successfully resolve on-going litigation with major taxpayers in the county; and; |
|
WHEREAS, County's participation in this program has contributed to the enrollment of assessed properties valued at more than $10 billion and to the increased collection of over $100 million in property taxes during this time period; and |
|
WHEREAS, Assembly Bill 589, which amended the Revenue and Taxation Code by adding Section 95.35, replaced the State-County Property Tax Administration Loan Program with the State-County Property Tax Administration Grant Program; and; |
|
WHEREAS, the Assessor-County Clerk-Recorder recommends that the Board of Supervisors approve the new agreement for the County's participation in the State-County Property Tax Administration Grant Program for FY 2002-03 in the amount of $2,220,001; and |
|
WHEREAS, grant funds, and a $500,000 FY 2001-02 carryover, will be used as follows: |
