RESOLUTION AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND DELOITTE CONSULTING AND WAIVING THE REQUEST FOR PROPOSAL PROCESS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, an Agreement with Deloitte Consulting was approved on March 14, 2003, to initiate the design, development, and implementation of One-E-App, a web-based application processing system that facilitates the processing, collection and storage of data for the Healthy Kids and other locally managed eligibility programs; and

WHEREAS, there has now been presented to this Board of Supervisors for its consideration and acceptance an Amendment to the Agreement, reference to which is hereby made for further particulars, whereby Deloitte Consulting has agreed to complete the design, development, and implementation of the One-E-App; and

WHEREAS, this Board has been presented with a form of such Amendment to the Agreement and said Board has examined and approved it as to both form and content and desires to enter into same; and

WHEREAS, the best interest of the County of San Mateo would be served by waiver of the Request for Proposal Process since Deloitte Consulting is a sole-source provider, has already completed Phase I of this project, and is the best qualified to continue with Phase II.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors is hereby authorized and directed to execute the Amendment to the Agreement for and on behalf of the County of San Mateo; and the Clerk of this Board shall attest his signature thereto.

BE IT FURTHER ORDERED AND DETERMINED, that the Request for Proposal process is hereby waived.
