Recommendation |
Adopt a resolution: |

1) Waiving the Request for Proposal Process; and |
2) Executing an agreement with Paladin Consulting in an amount not to exceed $120,000. |

Background |
Paladin Consulting has supported the Siemens Invision System by providing building of screens/pathways in the On-Line Architecure Software, application of Siemens monthly updates and support and training of the County staff. Paladin has been working with the San Mateo Medical Center CORE system for several years and is very familiar with the Medical Center pathways and programs. |

Discussion |
There are a limited number of vendors who offer this level of expertise for the Siemens On-Line Architecture Software (OAS). Associated with the building in OAS there is testing of pathways, training and Help Desk ticket support. Testing is not only required for new implementations, such as the recent Radiology project, testing is also necessary on a monthly basis to review updates submitted by Siemens to the Medical Center CORE system. We recommend retaining the services of Paladin Consulting and waiving the Request For Proposal Process due its familiarity with Health applications and the lower price offered by contracting directly. It would therefore be in the County's best interest to waive the Request For Proposal process. The term of this agreement is from July 1, 2003 to June 31, 2004. |

Implementing the agreement with Paladin Consulting keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This agreement contributes to this goal because Paladin Consulting is assisting San Mateo Medical Center in facilitating effective communication regarding information that will better serve our clients. |

Fiscal Impact |
There will be no net County cost. Funding for this agreement is included in the ISD proposed 2003-2004 budgets. |
