Execution of an agreement with PEK Associates in the amount of $144,000.

 

Recommendation

Adopt a resolution:

1) Waiving the Request for Proposal Process; and

2) Executing an agreement with PEK Associates in an amount not to exceed $144,000.

 

Background

PEK Associates has supported the Siemens applications for the past few years by providing analysis and programming support on the San Mateo Medical Center Core system. PEK offers an enormous amount of expertise with Invision software products, the knowledge base for Online Architecture System Building that customizes the various registration screens to the individual department needs, as well as the continued training of current County staff.

 

Discussion

There are a limited number of vendors who offer this level of expertise for this specialized system and PEK Associates is the lowest priced among them. PEK also provides On-Line Architecture Software design, development and installation of screens to meet the needs of the Medical Center. Additionally, PEK provides support in regulatory and ad-hoc reporting for both the patient management and patient accounting Siemen's applications. We recommend retaining the services of PEK Associates and waiving the Request For Proposal Process due its familiarity with Health applications and the lower price offered by contracting directly rather than through Siemens. It would therefore be in the County's best interest to waive the Request For Proposal process. The term of this agreement is from July 1,2003 to June 30, 2004.

 

Vision Alignment

Implementing the agreement with PEK Associates keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This agreement contributes to this goal because PEK Associates is assisting San Mateo Medical Center in facilitating effective communication regarding information that will better serve our clients.

 

Fiscal Impact

There will be no net County cost. Funding for this agreement is included in the ISD proposed 2003-2004 budgets.
