Recommendation |
Adopt a resolution accepting the recommendation of the EAP Labor-Management Committee to renew a contract with Managed Health Network for a 3 year period from July 1, 2003 to June 30, 2006 and approving a contract with MHN. |

Background |
The County provides employee assistance program services that include individual counseling, group counseling, critical incident debriefing, job performance counseling and general program training. Counseling is available to employees and their extended family members. This program has been offered through Managed Health Network (MHN) since they were selected in a competitive RFP process in July, 2000. Their current contract expires on June 30, 2003 and the annual cost is $99,779. |

Discussion |
In April, 2003, a Request for Proposal was distributed to 11 Employee Assistance Program companies in the Bay Area. Three companies, Claremont Behavioral Service, Human Behavioral Associates, Inc. and MHN responded. A six member Labor-Management Committee reviewed the proposals.
The Committee unanimously recommends that the County contract with MHN because of their counseling network size (2,545) and their dedicated substance abuse and job performance referral staff. The Committee noted that in the three years the County has previously contracted with MHN, employee satisfaction with individual counseling and County satisfaction with substance abuse and job performance referrals has been high. MHN also received high marks for its responsiveness to past County critical incident debriefing and emergency response.
Claremont's proposal is not recommended because it represented higher cost (17.5% increase totaling $117,211) with a smaller provider Bay Area network of only 686 counselors. Human Behavioral Associates Inc.'s proposal is also not recommended. Although it was less costly (an 8% decrease totaling $91,364), the provider network of 334 counselors is very small and the sole counselor for both substance abuse and job performance counseling was the Contractor's consultant who works in Benicia. Additionally, there were a number of discrepancies in the proposal. |

Vision Alignment |
The recommendation is based on careful consideration of future impact, not just fiscal but service impact as well (Goal #20) and incorporates the County's vision and goals into County delivery of service (Goal # 21). |

Fiscal Impact |
The current annual contract total is $99,779. The estimated first year increase is 4% totaling $103,987. The second and third year totals and increases are $108,194 (4%) and $112,402 (4%). The total amount of the Employee Assistance Program is included in the Employee Benefits Trust Fund. |
