Memorandum of Understanding with the Deputy Sheriff's Association (DSA)

 
 

Recommendation

Adopt a resolution approving an amendment to the Memorandum of Understanding with the Deputy Sheriff's Association (DSA).

 

Background

The County concluded negotiations with DSA on April 29, and the DSA membership has ratified the County's offer. The following summarizes the major elements in the Amendment to the Memorandum of Understanding:

    · Implementation of the 3%@55 retirement benefit effective July 6, 2003.

    · Implementation of the 3%@50 retirement benefit effective January 2, 2005.

    · Agreement by DSA that all represented employees will share in the cost of the enhanced retirement benefit based on age and years of service. The aggregate cost sharing, which will be phased in over between July 6, 2003 and January 2, 2005 will total approximately 5%.

    · Increase in the Advanced POST certificate differential from 5% to 7.5% effective January 2, 2005.

    · Elimination of the County's pick-up of 15% of employee retirement contributions effective July 6, 2003.

    · Both parties agree to withdraw one of their 2002 reopeners and the DSA agrees that its remaining 2002 reopener on retiree health will result in no additional County cost.

Fiscal Impact

Estimated cost for the major elements of the Amendment is $6,300,650 for Fiscal Years 2003-04 and 2004-05.
