Background

The San Mateo County AIDS Program (SMCAP) provides comprehensive HIV/AIDS services including HIV street outreach intervention and testing, prevention case management and residential and non-residential drug treatment services. The goal of these services is to increase awareness of the transmission and prevention of HIV/AIDS; to facilitate early care and intervention by connecting people with services; and to improve the quality of life for those living with HIV/AIDS in San Mateo County.

 

On August 14, 2001, your Board approved a Master Grant Agreement (MGA) with the California Department of Health Services for the term of July 1, 2001 to June 30, 2004 for HIV street outreach intervention and testing. Your Board approved a grant from the federal Center for Substance Abuse Treatment (CSAT) for the period of September 30, 2002 to September 29, 2007 for prevention case management and residential and non-residential drug treatment services, on January 28, 2003.

 

Discussion

El Concilio of San Mateo County and Free at Last have been successfully providing services to SMCAP clients since 1999 and have developed knowledge and expertise about the clients they serve in their specific areas of service. This contract with El Concilio is a renewal of their existing contract to provide HIV street outreach intervention and testing, and prevention case management. The contract with Free at Last is also a renewal of their contract to provide HIV street outreach intervention and testing, preventive case management and residential and non-residential drug treatment services.

 

On December 2002, SMCAP issued a Request for Proposals (RFP) for HIV street outreach intervention and testing and preventive case management services for the period of January 2003 to December 2005, plus one additional year. El Concilio of San Mateo County and Free At Last were the only two providers to respond to the RFP and were subsequently chosen to provide the services for SMCAP.

County Counsel has reviewed and approved these agreements.

Vision Alignment

The contracts with El Concilio of San Mateo County and Free at Last keep the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contracts contribute to this commitment and goals by providing HIV outreach intervention and testing, prevention case management and drug treatment services to improve the quality of life for those living with, or at risk for, HIV/AIDS.

 

Fiscal Impact

The term of the agreements is July 1, 2003 through June 30, 2004. The total amount of funding for the agreement with El Concilio of San Mateo County is $68,600. The total amount of funding for the agreement with for Free at Last is $181,850. Funds for these agreements are included in the recommended FY 2003-04 budget for the AIDS Program.

Any ongoing expenditures will be reduced if funds are unavailable in future years. There is no additional impact on the County General Fund as a result of these agreements.
