Recommendation |
Adopt a resolution authorizing the President of the Board to execute an agreement with the AIDS Community Research Consortium (ACRC). |

Background |
San Mateo County AIDS Program (SMCAP) received a grant from the California Department of Health Services (CDHS) for the period of July 1, 2001 through June 30, 2004. One of the components of the CDHS grant is the provision of health education to people with HIV/AIDS. Ryan White CARE Act funds and Housing Opportunities for People with AIDS are also awarded to SMCAP on a year-to-year basis to fund provision of various services, which include case management and HIV food services.
ACRC has been successfully providing case management, HIV health education and a HIV food services program since 1998, enabling numerous HIV/AIDS clients to obtain proper nutrition, maintain stable lifestyles, allowing them to keep their medical appointments and adhere to increasingly complex medication regimens.
On June 4, 2002 your Board approved an Agreement with ACRC for the period of March 1, 2002 through February 28, 2003 for the provision of health education to people with HIV/AIDS, case management, and a HIV food program; and on February 25, 2003, your Board approved a continuing resolution authorizing the Controller to continue payments on this Agreement for the period of March 1, 2003 through June 30, 2003. |

Discussion |
This agreement will allow ACRC to continue to provide case management, health education and HIV food services to persons with HIV/AIDS without interruption. Since 1998 the AIDS Program has had a rental agreement with ACRC to use a portion of their space for volunteer-led and AIDS Program staff supervised emotional support groups for persons with HIV. This agreement also includes provision of cleaning services for the AIDS Redwood City office.
A Request for Proposals (RFP) for health education services was released in October 1999; two agencies responded, and after a review process, the AIDS Program awarded the contract for health education services to ACRC. This is the last year of a four (4) year RFP period for provision of health education services. In December 2000, SMCAP released a RFP for the provision of HIV food services. ACRC was the only respondent to the RFP and was subsequently contracted to provide the services. This is the (3rd) third year of a (4) four-year RFP period for the provision of HIV food services.
The rental agreement with ACRC has been reviewed by the County Manager's Real property Services Division and the cleaning services section was reviewed by the manager of Public Works, Building Services Section. |

Vision Alignment |
The contract with ACRC keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contract contributes to these commitments and goals by preventing HIV and improving the quality of life for those living with this disease. |

Fiscal Impact |
The term of the agreement is from March 1, 2003 through February 29, 2004. The maximum amount of funding for this agreement is $332,200: $49,500 for case management, $55,000 for health education and risk reduction, $220,000 for HIV food services, $5,000 for rental of premises, and $2,700 for cleaning services. Funds for this agreement have been included in the FY 2002-03 budget for the AIDS Program and will be included in the recommended FY 2003-04 budget for AIDS Program. Maintenance of County effort is required for all CARE funding which amounts to the net County cost for the AIDS Program for 2001-02, i.e.,$373,000. |
