Amendment No. 1 to the Agreement with Community Dental Care Inc., a California Nonprofit Corporation (CDC).

Recommendation

Adopt a resolution authorizing the President of the Board to execute Amendment No. 1 to the Agreement with Community Dental Care Inc., a California Nonprofit Corporation.

 

Background

CDC has provided quality dental services for clients of the San Mateo County AIDS Program (SMCAP) since 1994. A large percentage of AIDS Program clients have major dental problems, which impact on an already compromised immune system. Regular dental care is an integral part of the medical care of people with HIV/AIDS, enabling them to obtain maximum nutrition and to avoid sources of infection. On May 7, 2002 your Board approved an Agreement with CDC for the period of March 1, 2002 through February 28, 2003 and on February 25, 2003, your Board approved a continuing resolution authorizing the Controller to continue payments on this Agreement for the period of March 1, 2003 through June 30, 2003.

 

Discussion

SMCAP will be awarded $195,360 in CARE Act funds to continue HIV dental care services for Fiscal Year 2003-04. Amendment No. 1 to the Agreement with CDC extends the provision of dental services for the period March 1, 2003 through February 28, 2004. The contract provides for dental services two (2) days a week for approximately 100 HIV positive persons. At least one (1) of the two (2) days of service will be at the Willow Clinic site. These services assist the AIDS Program in reaching its goal of increasing client self-sufficiency and quality of life. In addition, Amendment No. 1 incorporates the Health Insurance Portability and Accountability Act (HIPAA) language into the Agreement.

In November 2000, SMCAP issued a Request for Proposals (RFP) for dental services for the period of March 1, 2001 to February 29, 2004, plus one additional year. CDC was the only provider to respond to the RFP and was subsequently chosen to provide services for SMCAP.

 

Vision Alignment

The contract with CDC keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contract contributes to these commitments and goals by providing dental services to clients of the AIDS Program to improve the quality of life for those living with, or at risk for, HIV/AIDS.

Fiscal Impact

The term of the agreement is March 1, 2002 through February 29, 2004. The amount of funding for the period of March 1, 2002 to February 28, 2003 is $195,360 and for the term March 1, 2003 through February 29, 2004 is $195,360, for a total contract amount of $390,720. Payments made under this contract are on a fee-for-service basis. Funding for this contract is provided through the Ryan White CARE Act, Title I, and includes the administration and monitoring of the contract to be performed by existing AIDS Program staff. Funds for this agreement have been included in the FY 2002-03 budget for the AIDS Program and are included in the recommended FY 2003-04 budget for AIDS Program. Maintenance of County effort is required for all CARE funding which amounts to the net County cost for the AIDS Program for 2001-02, i.e.,$373,000.
