Agreement with Child Abuse Prevention Center

 

Recommendation

Adopt a Resolution authorizing execution of an Agreement with the Child Abuse Prevention Center (CAPC) for the provision of the Volunteer Case Aide Program (VCA). The term of the Agreement is July 1, 2003 through June 30, 2004.

 

Background

For more than thirteen years, CAPC has provided VCA services, which provides valuable assistance to the children and families within the Children and Family Services Program. The VCA provides child care for Fost-Adopt classes and for Parenting Education groups. Additionally, the VCA transports children and families to service appointments and supervises parents while they are visiting their children.

In August 2002, a Request for Proposal (RFP) was conducted. The proposal was posted on the Internet and mailed to over 200 agencies within the County. There were five agencies that expressed interest. Four attended the RFP Conference. Of the four only CAPC submitted a proposal. Therefore, the Human Services Agency (HSA) recommends that CAPC continue providing the VCA services for the Children and Family Services Division.

 

Discussion

CAPC met its FY 2002-03 goals in overseeing visits between foster children and their parents. In addition, it has been invaluable in offering child care to foster and adoptive parents who attend trainings and meetings in the Agency. This, in turn has enhanced the foster parents' participation in Family to Family, the initiative aimed at improving the out of home placement system in our County. CAPC continues to provide child care for the parents attending the Parent Education programs offered by the Agency.

This Agreement has been reviewed and approved as to form by the County Counsel's Office.

Risk Management has reviewed and approved the Contractor's insurance coverage.

 

Performance Measure

The Volunteer Case Aide Program is judged on the number of volunteer hours provided. The goal has been to equal or exceed the equivalent hours of two full time social workers. If the social work staff provided these services the cost would be more than double the cost of the contract.

Vision Alignment

This Agreement with the Child Abuse Prevention Center (CAPC) keeps the commitment of: Ensuring basic health and safety for all and goal number 6: All children grow up healthy in safe and supportive homes and neighborhoods. The CAPC Volunteer Case Aide Program contributes to this commitment and goal by providing volunteers, who assist child welfare workers by supervising visits, providing transportation for children to programs and therapy, and providing child care while families attend parent education and other meetings.

 

Fiscal Impact

The term of the Agreement is July 1, 2003 through June 30, 2004. The total obligation is $114,800, of which $80,360 is funded through Child Welfare Services and $34,440 is Net County Cost. Funds have been budgeted in the FY 2003-04 Children and Family Services budget. There is no additional Net County Cost associated as a result of this Agreement.
