First Amendment to FY 2002-03 Flat Rate Alcohol and Drug Treatment Agreement with Daytop Village, Inc.

 

Recommendation

Adopt a Resolution authorizing execution of a First Amendment to the Agreement with Daytop Village, Inc. for FY 2002-03 Flat Rate Alcohol and Drug Treatment Services.

 

Background

On March 4, 2003, the County of San Mateo entered into a flat rate Agreement with Daytop Village, Inc. for alcohol and drug treatment services. The Agreement included State Net Negotiated Amount (NNA) funding for adult residential alcohol and drug treatment services, Drug/Medi-Cal outpatient treatment services and Day Care Habilitative Services (DCH). The First Amendment to the FY 2002-03 flat rate Alcohol and Drug Treatment Agreement with Daytop Village, Inc. adds additional funding for the provision of NNA adolescent residential alcohol and drug treatment services and increases funding for DCH services. The adolescent services were paid under a continuing Resolution pending completion of Contract negotiations.

 

Discussion

The First Amendment to the Agreement with Daytop Village represents an increase of $289,097 in unexpended FY2002-03 NNA funding to provide residential drug and alcohol treatment services to adolescents and an increase of $21,729 in funding for DCH services. Under the NNA funding the Contractor will provide intake, assessment, individual treatment planning, recovery planning, individual and group counseling, case management, and follow-up at 3 months and 9 months after intake for each program participant. The total number of days of adolescent residential drug and alcohol treatment provided by the Contractor under NNA funding is 1,657. The increase in Drug/Medi-Cal funding for DCH services will increase the number of treatment visit days from 128 to 448.

 

The Resolution and First Amendment have been reviewed and approved as to form by the County Counsel's Office.

 

Contractor's insurance coverage has been reviewed and approved by County Risk Management.

 

Performance Measures

Alcohol and Drug Services is in compliance with the Human Services Agency's Outcome Based Management (OBM) Program Plan. Below are the recommended Performance Measures for this Contractor's alcohol and drug treatment services included in the OBM Program Plan.

Vision Alignment

The flat rate Agreement with Daytop Village is consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others achieve a better quality of life. The Agreement contributes to this commitment and goal by providing participants with the interventions, treatment, education, and the skills that are necessary to live productive alcohol and drug free lives.

 

Fiscal Impact

This Amendment adds $289,097 in NNA funding for adolescent residential treatment and $21,729 to the Drug/Medi-Cal DCH modality. The total Contract obligation after this Amendment is $770,447.

 

Funding for this Amendment is available from unexpended state NNA and Drug/Medi-Cal funds. There are no new Net County Costs associated with this Amendment.
