Reroofing of Various County Facilities

Recommendation

Adopt a resolution awarding and authorizing execution of a contract to replace major sections of the roofs on the Hall of Justice, North Courts, and 455 County Center (County Office Building).

 

Previous Board Action

Adopted Resolution No. 65921 on April 8, 2003, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the proposed work.

 

Discussion

On May 6, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

Note:

Additive Work Bid No. 1 - Temporarily disconnect and relocate the existing cooling tower on the County Office Building (must be in service Monday through Thursday). Remove existing deck coating. Apply a new sloped concrete overlay and non-skid deck coating system. Put cooling tower back in place and reconnect. Additive Work Bid No. 2 - Replace the lower roof section south of the expansion joint at North Courts. Additive Work Bid No. 3 - Replace the upper roof section south of the expansion joint at North Courts.

 

All the base bids received were greater than the Engineers Estimate. However, we did receive eight bids and believe the low bid reflects the current price for doing this reroofing work, and are therefore recommending that a contract be awarded to the low bidder.

 

Additive Work Bids were included in the bid specifications in order to obtain bids for additional work that could be done together with the roofing work if favorable bids were received. We are not recommending that the additive work be done at this time given the bids that we did receive, and as we also anticipate some extra work costs once the existing roofs are removed and the substructures are exposed. Additive Bid Number 1 can be accomplished together with this project if the anticipated remedial work is limited and sufficient funds remain. This work would be done under a contract change order as the specifications provide that the Additive Work Bids may be accepted by the County at any time during the construction period. The remaining Additive Bid Work will have to be reappropriated in a future fiscal year.

 

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by IMR Roofing Corporation is in accordance with the current Affirmative Action Guidelines; and we have also confirmed that they are in compliance with the equal benefit provisions of the County Ordinance Code.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all", and Goal Number 21, "County employees understand, support and integrate the County vision and goals into their delivery of services" as it will improve the County facility for the benefit of both the employees that provide public services and for the public that we serve.

 

Fiscal Impact

The total estimated cost of construction including a ten percent (10%) contingency is $490,000. The contingency will be used to pay the contractor for unforeseen remedial work that is authorized by contract change orders. Unauthorized work will not be paid for. These projects were included in the 2002-2003 Capital Projects Budget and are being financed with General Funds, Courthouse Construction funds and the five percent (5%) surcharge on facilities fees.

 

There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
