Reconstruction of Cedar and Ashton Avenues - West Menlo Park Area
(Project No. R9M00, F-351 [17F])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the reconstruction of Cedar and Ashton Avenues.

 

Previous Board Action

Adopted resolutions establishing minimum road standards and a priority list for road improvements in the West Menlo Park Area.

 

Key Facts

We are proceeding with construction of the streets in the West Menlo Park area in the order that the streets appear on the priority list adopted by your Board. Ashton and Cedar Avenues are the next two streets on the priority list.

 

We conducted a written survey of the adjacent property owners to determine if improvements should be constructed on their streets and to which standard. The consensus of the property owners is reflected in the project plans.

 

Discussion

The proposed project, totaling approximately 0.5 miles in length, consists of the reconstruction of Cedar Avenue between Altschul Avenue and Barney Avenue, and Ashton Avenue between Altschul Avenue and Cloud Avenue. It also includes the resurfacing of portions of Ashton and Cedar Avenues that were previously improved.

 

The reconstruction of Ashton Avenue is being coordinated with the Alameda Streetscape Project as Ashton Avenue intersects the portion of the Alameda that is within the Streetscape Project area.

 

The San Mateo County Planning Department has determined that this project is exempt from the requirements for preparation of an EIR under Section 15301, Class 1, of the California Environmental Quality Act (CEQA), and we have filed a Notice of Exemption with the County Clerk.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7, "maintain and enhance public safety of all residents and visitors," as the project will improve the road for the benefit of the public.

 

Fiscal Impact

The estimated cost of construction is $390,000, and Road Funds have been budgeted to finance this work. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
