Adopt a resolution authorizing the President of the Board to execute agreements with Dr. Aviva Cohen and Dr. William Tom. |

Background |
San Mateo County is responsible for providing necessary medical care to its medically indigent population. This care includes professional anesthesia services. Dr. Aviva Cohen and Dr. William Tom will provide professional anesthesia services including the management and supervision of those services. San Mateo County Anesthesia Medical Associates has provided services since 1988 and currently until San Mateo County Anesthesia Medical Associates was dissolved and the two anesthesiologist members petitioned to contract as individual providers. |

Discussion |
As of June 1, 2003 the San Mateo Medical Center will no longer contract with San Mateo County Anesthesia Medical Associates. Dr. Aviva Cohen and Dr. William Tom will continue to provide the same level of services as the San Mateo County Anesthesia Medical Associates.
Anesthesia services are provided under the general direction of the Director of Hospital and Clinics. Monitoring and evaluation of the quality of services provided by contractor are accomplished through peer review by the Quality Assurance Committee and the Executive Committee of the medical staff. |

Vision Alignment |
This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The MOA contributes to this commitment and goal by continuing to provide anesthesia services to county patients. |

Fiscal Impact |
The term of these agreements is for one year from June 1, 2003 through May 31, 2004. The maximum amount of each agreement is $450,000. The two anesthesiologists have waived their annual performance incentive of $22,500 each, based on San Mateo Medical Center's recent fiscal issues at a savings of $45,000 for both contracts. Funding is included in San Mateo Medical Center's FY2002-03 Approved Budget and FY2003-04 Recommended Budget. |
