Approve project costs for the pc's in exam rooms technology initiative

 

Recommendation

Adopt a resolution authorizing the County Purchasing Agent to execute a purchase order to purchase 170 desktop units, 3 thin-client fileservers, network upgrades, additional workstation installation hardware and professional services at a cost not to exceed $355,510 plus applicable taxes.

 

Background

Currently patient care providers need to depend on the paper chart, which is often unavailable, disorganized, difficult to sort through, incomplete and needed at multiple locations at the same time. Dependency on this paper chart requires support staff to track down and print large amounts of clinical information, which is needed in the exam rooms.

 

Discussion

This critical technology will improve the efficiency of clinicians and support staff in the out- patient arena by providing access to patient information at the point of care. This will reduce the need for staff to repeatedly step out of the exam rooms to access information such as results, dictations, and appointments leading to a more productive patient encounter. Access to electronic information will give patient care providers access to electronic resources for knowledge and decision making at the point of care. It will set the foundation for Computerized Physician Order Entry (C.P.O.E.) at the point of care and provide an important first step towards the development of an Electronic Medical Record.

    · Coastside Clinic

Consistent with resolution number 64825 the 170 desktop units would be purchased from an enterprise tier personal computer vendor (Dell Computers). The Medical Center IT Committee and the Information Services Department have reviewed and approved this project.

 

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. This agreement also keeps the commitment of Responsive, effective and collaborative government through goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain, and goal number 22: County and local government effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County.

Fiscal Impact

Funds for this project are budgeted as part the 2002-2003 Medical Center capital budget and funds will be expensed from the capital reserve fund. In no event will the total amount of payments under these agreements exceed $355,510 plus applicable taxes.
