    RESOLUTION ESTABLISHING POLICY PERMITTING RESTORATION OF LEAVE ACCRUALS TO COUNTY EMPLOYEES REHIRED INTO HARD-TO-FILL POSITIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Resolution 65040 previously established a policy under which sick leave could be restored and advanced vacation accrual could be advanced to County employees who were re-hired into County employment within two years of separation from the County; and

WHEREAS, this program has proved valuable in attracting employees to return to County employment; and

WHEREAS, due to the particular need to attract employees to hard-to-fill positions, it would be beneficial to expand this policy so that such restoration of sick leave and granting of vacation accrual could be provided to employees hired into hard-to-fill jobs within five years of separation from the County;

WHEREFORE, it is hereby resolved that the Director of Employee and Public Services is authorized to designate jobs as hard-to-fill and, upon the request of a hiring Department Director, to restore sick leave and grant advanced vacation accrual rates to former County employees re-hired into such hard-to-fill jobs within five years of separation from the County, provided that the sick leave is restored at the same or lower amount as held by the employee when the employee left County employment and the vacation accrual rate is established at no greater than that held when the employee left County employment.
