RESOLUTION AUTHORIZING 1) A WAIVER FOR THE REQUEST FOR PROPOSAL PROCESS 2) EXECUTION OF AN AGREEMENT WITH SHELTER NETWORK AND 3) THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED $25,000 PER FUNDING SOURCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with Shelter Network to provide administration and coordination of the homeless Shelter Operations; and

WHEREAS; it is requested that the Board of Supervisors authorize the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed $25,000 per funding source in order that payments can be made in a timely manner to the Contractor; and

WHEREAS, the best interest of the County of San Mateo would be served by waiver of the Request for Proposal, in that in FY 2001-02 the County conducted a formal Request for Proposal for the administration and coordination of a Transitional Housing for Families with Special Needs Program and Shelter Network was the only organization that responded; and

WHEREAS, this Board has been presented with a form of such Agreement and said Board has examined and approved the same as to form and content and desires to enter into the same; and

NOW THEREFORE, IT IS HEREBY RESOLVED that the RFP process is waived and the President of this Board of Supervisors be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto.

BE IT FURTHER RESOLVED, that the Director of the Human Services Agency shall be authorized to execute subsequent amendments and modifications to this Agreement during the term of the Agreement, provided however, that such authority is limited to (a) reducing or increasing the County's maximum fiscal obligation in the event that there is a commensurate reduction or increase in funding received by the County, provided, however, that such increases shall be limited to a total of $25,000 per funding source; and (b) making changes in the types of services and activities provided by Shelter Network, provided that the changes have no impact on the County's maximum fiscal obligation to the Shelter Network.
