Resolution Authorizing the President of the Board of Supervisors to Execute Agreements with D & D Elevator Company and Kone Elevator Corporation for Elevator Maintenance and Repair Services at County Facilities

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Director of Public Works has evaluated the cost of maintaining elevators at various County-owned facilities as provided through individual maintenance contracts for said individual facilities; and

WHEREAS, the Director of Public Works, based on the evaluation of services, determined that elevator maintenance services should be consolidated and grouped by geographical areas; and

WHEREAS, the Director of Public Works issued a request for bids to provide said elevator maintenance services at various County facilities, and

WHEREAS, bids were received and opened in public on April 14, 2003; and

WHEREAS, the Director of Public Works has fully reviewed and considered said sealed proposals and the analysis thereof; and

WHEREAS, the lowest responsible bid for Section I: Health and Hospital was submitted by D & D Elevator Company in the amount of Thirty-Four Thousand Forty-Seven and No/100 Dollars ($34,047.00), and the lowest responsible bid for Section II: Facilities was submitted by Kone Elevator Corporation in the amount of One Hundred Forty-Four Thousand and No/100 Dollars ($144,000.00); and

WHEREAS, the Director of Public Works has recommended that contracts be entered into with the low bidders for the work and this Board has considered the recommendation of the Director of Public Works.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT

1.

It is to the best interest of the County of San Mateo to enter into an agreement for providing elevator maintenance and routine repair services at various County facilities with:

D & D Elevator Company

1555 Yosemite Avenue

San Jose, CA 95153

Section I.

Kone Elevator Corporation

5021 Wicks Boulevard

San Leandro, CA 94577

Section II.

The County of San Mateo shall enter into a written agreement with D & D Elevator Company and Kone Elevator Corporation, for the doing of said work as required by the Specifications, said Specifications being on file in the office of the Director of Public Works of the County of San Mateo.

The President of this Board shall be, and is hereby, authorized and directed, for and on behalf of the County of San Mateo, to enter into said written agreement with D & D Elevator Company and Kone Elevator Corporation, for doing of said work, as hereinbefore mentioned and to receive and approve the Faithful Performance Surety Bonds required to be posted by the said Contractors with the County of San Mateo in connection therewith.

All payments to the Contractors be in accordance with the Specifications, and other documents, based on the Director of Public Works' written estimates of work actually done.

Paragraph 4 above notwithstanding, aggregate payments to Contractors for both contracts shall not exceed the sum of One Hundred Ninety-Five Thousand Eight Hundred Fifty-Two and No/100 Dollars ($195,852.00) for a two-year period or Three Hundred Ninety-One Thousand Seven Hundred Four and No/100 Dollars($391,704.00) for a four-year period if the County exercises its option to extend the term of the contract for an additional two years, without this Board's prior approval.
