Crystal Springs Rehabilitation Center Hazardous Material Abatement Project No. P7T01A

 

Recommendation

Adopt a resolution to:

 

1.

Approve the plans and specifications for abatement of hazardous material at Crystal Springs Rehabilitation Center.

   

2.

Authorize the Call for Bids and publication of a Notice to Contractors twice in a local newspaper.

   

3.

Authorize the Assistant County Manager to call for bids and to set the bid opening date, time and place.

 

Background

Crystal Springs Rehabilitation Center was built by the County in 1927 as a Relief Home to provide institutional care for the aged and infirm. In 1945, the San Mateo County Board of Architects designed an annex that increased the capacity of the Relief Home. A kitchen was added in 1949 and the facility became known as the San Mateo County Crystal Springs Home. In 1960 the facility became the Crystal Springs Rehabilitation Center. It remained a County-run rehabilitation center of approximately 120 beds until it was vacated in 1998 when the services were relocated to the new County Medical Center. Since that time, the facility has been utilized for a variety of purposes, including administrative functions, CDF training, and file storage. The original portion of the facility housed the County's Crime Lab until March 2003. Currently, the facility is not in use.

 

Discussion

Crystal Springs Rehabilitation Center has outlived its usefulness to the County. The Board of Supervisors recognized this in 1992 when they authorized the construction of a replacement facility as part of the new San Mateo Medical Center. Attempts to use Crystal Springs for other purposes have been unfeasible due to the condition of the building and the need for extensive repairs, upgrades and renovations. The County no longer has need for this facility and has authorized its demolition. Abatement must be completed before demolition.

 

Vision Alignment

The abatement and future demolition of Crystal Springs Rehabilitation Center keeps the commitment of "Responsive, effective and collaborative government" and goal number twenty: "Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain". The contract for abatement contributes to this commitment and goal by abandoning a building that has no future value.

 

Fiscal Impact

The estimated cost is $350,000. Funds are available in the Capital Projects budget to initiate this project. Additional funds will be available upon the sale of lease revenue bonds.
