Amendment to Professional Services Agreement with the City of Half Moon Bay for Main Street/Highway 92 Improvement Project

 

Recommendation
Adopt a Resolution authorizing the President to execute an Amendment to the Professional Services Agreement with the City of Half Moon Bay for provision of right-of-way appraisal and acquisition services for the City of Half Moon Bay’s Main Street/Highway 92 Improvement Project.

 

Background
The City of Half Moon Bay proposes to construct certain road improvements at the intersection of Main Street and Highway 92. The project would require acquisition of portions of an estimated 30 parcels. There was an amendment in September to the original agreement entered into on March 23, 1999 to increase the scope of the project and extend the time needed for completion. The City has requested the Real Property Services Division’s assistance to acquire the property for the project.

 

Discussion
The Agreement provides for the County to perform and/or contract for the right-of-way acquisition activities. The services are to be provided in accordance with all applicable State and Federal acquisition laws and procedures.

The Amendment contains the following amended terms and conditions:

1. Section 5 of Amended Agreement will be amended to extend termination date to June 30, 2003

2. Section 7A of the Amended Agreement shall be amended to increase the amount of the maximum compensation under the agreement from One Hundred Eighty Six Thousand Nine Hundred Dollars ($186,900) to Three Hundred Seven Thousand Two Hundred Forty Five Dollars and Seventeen Cents ($307,245.17).

3. Appendices “A” and “B” shall be amended to delete the Revised Parcel List for Appendix A and Appendix B and replace with the Parcel List – Revision 2.

4. All other provisions of the Amended Agreement shall remain unchanged and in full force and effect.

 

Vision Alignment

The Amended Agreement keeps the commitment of responsible, effective and collaborative government and goal number 21: County employees understand, support and integrate the County vision and goals into their delivery of service. The Amended Agreement contributes to this commitment and goal through the provision of professional services to the City of Half Moon Bay.

 

Fiscal Impact
There is no County cost as the City will reimburse the County for staff time and contract services.
