SUBJECT:

Memorandum of Understanding with the Organization of Sheriff’s Sergeants (OSS)

Recommendation

Adopt a resolution approving an amendment to the Memorandum of Understanding with the Organization of Sheriff’s Sergeants (OSS).

Background

The County concluded negotiations with OSS on June 4. The following summarizes the major elements in the Amendment to the Memorandum of Understanding:

• Increase the monthly County contribution for each 8 hours of unused sick leave from $250 to $275 for retirees who are under age 65 or who are ineligible for Medicare. Maintain the current $125 monthly contribution for each 8 hours of unused sick leave for retirees who are over age 65 and covered by Medicare.

• Allow retirees the option of increasing the number of hours that can be converted per month from 8 hours to a maximum of 14 hours in one-hour increments. The value of additional hours would range from $309.37 (9 hours) to $481.22 (14 hours). An employee could elect, during Open Enrollment or at a time of change of family status to convert additional hours per month based on the $275 per month rate.

Vision Alignment

This item keeps the commitment of responsive, effective and collaborative government through goal number 20; Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

Fiscal Impact

Estimated cost for the major elements of the Amendment is $6,000 for Fiscal Years 2003-04 and 2004-05.
