SUBJECT:

Amendment to agreement with Bruce-Badilla Board and Care Home for the provision of residential care services for dually-diagnosed male clients.

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an amendment to the agreement with Bruce-Badilla Board and Care Home for the provision of residential care services.

 

Background

On May 14, 2002, your Board approved an agreement with Bruce-Badilla Board and Care home for the provision of residential care services for dually-diagnosed men. The services provided by Bruce-Badilla Board and Care Home include supervised housing, treatment and rehabilitation services that assist dually-diagnosed clients to manage and recover from mental illness and substance abuse problems. The services enable these men to be treated in the community, thus avoiding more costly acute and sub-acute psychiatric hospitalization.

 

Discussion

There has been an increase in the numbers of dually-diagnosed clients needing residential care. The current agreement is for ten dedicated beds. This agreement is being amended to add two additional beds, for a new total of twelve. Payment for the additional beds will be based upon actual utilization.

 

The new required Health Insurance Portability and Accountability Act (HIPAA) language has been added to this agreement.

 

Vision Alignment

This contract with Bruce-Badilla Board and Care Home keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The contract contributes to this commitment and goal by providing residential, rehabilitation and support services for dually diagnosed male clients.

 

Fiscal Impact

The term of this agreement is July 1, 2002 through June 30, 2005. The agreement has been reviewed and approved by Risk Management and County Counsel.

 

The new contract maximum is $240,087, which covers the three-year term. The maximum amount for FY 2002-03 is being increased by $3,363, for a new maximum of $70,631, which has been included in the Mental Health Services budget for FY 2002-03. Sales tax through realignment will cover 85.5% or $60,390 of the cost. The remaining $10,241 is the net County cost, which consists of maintenance of effort requirement for realignment. $83,593 is included in the FY 2003-04 recommended budget, and $85,863 is included in the FY 2004-05 recommended budget.
