First Amendment to the Agreement with the City of San Jose

 

Recommendation

Adopt a Resolution authorizing the execution of a First Amendment to the Agreement with the City of San Jose to increase the amount by $83,160 and extend the term to March 31, 2004. The total amount of the Agreement is for $892,080. The County is the Contractor for this Agreement.

 

Background

The City of San Jose is the recipient and fiscal agent for a State of California Workforce Investment Grant for the Title IB 25% dislocated worker project known as Regional Technologies Employment Consortium Project (RE-TEC). The RE-TEC project is a collaboration of nine counties and twelve regional Workforce Investment Boards. This project will provide employment and training services to more than 900 workers affected by business closures and layoffs in the high tech industry.

 

The counties that make up the collaborative are: San Mateo, Santa Clara, Alameda, Contra Costa, Monterey, San Benito, San Joaquin, Santa Cruz and Sonoma.

 

As part of the collaborative, San Mateo County is a contractor for the City of San Jose to provide employment, training and supportive services for those dislocated workers in the high-tech industry in San Mateo County. Services include core, intensive and training services, in addition to co-enrollment in Workforce Investment Act services. San Mateo County was originally responsible for serving at least 118 displaced workers over the course of the contract, and to assist participants in achieving re-employment.

 

Discussion

This First Amendment increases the number of participants to 75 in the first half of the project. The participant number in the second half of the project remains at 54 for a total of 129 participants. In addition this Amendment adds additional funding and extends the term so that these additional participants can be served.

 

County Counsel has reviewed and approved this First Amendment as to Form. Risk Management has reviewed the insurance requirements and has provided the City of San Jose with copies of San Mateo County's insurance.

 

Vision Alignment

The Agreement with RE-TEC keeps the commitment of: Create opportunities for every household to participate in our prosperity and; Responsive, effective and collaborative government and goals number 17 and 22: All households experience real gains in income and, County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. This Agreement contributes to these commitments and goals by having the state and counties work together to provide employment and training services to dislocated workers. This will help participants to become self-sufficient.

 

Fiscal Impact

The services provided will be completely funded by the City of San Jose through this Agreement, from the 25% Governor’s Discretionary funds. This is a revenue Agreement in which the County will be receiving funding. There is no Net County Cost as a result of this Agreement.
