Resolution authorizing the execution of an Agreement with Samaritan House for operation of Safe Harbor as a San Mateo County Homeless Shelter

 

Recommendation

Adopt a Resolution:

1.

Authorizing the execution of an Agreement with Samaritan House in the amount of $424,000 for the operation of Safe Harbor of San Mateo County to continue to provide emergency homeless shelter for individuals for the period of July 1, 2003 to June 30, 2004; and

 

2.

Authorizing the Director of the Human Services Agency to execute subsequent Amendments and minor modifications not to exceed $25,000 per funding source.

 

Background

On November 19, 2001, Safe Harbor was opened as a year-round shelter, and since August 1, 2002 has been providing 30 beds for emergency shelter and 60 beds for transitional housing for homeless men and women. Both shelter programs include case management services designed to help households move on to transitional housing or directly back to permanent housing.

 

Discussion

This Agreement with Samaritan House for the operation of Safe Harbor is to continue to provide emergency shelter and transitional housing for homeless men and women, as well as to provide for case management services for an additional year. On May 6, 2003, the Board of Supervisors approved the Community Development Block Grant (CDBG) funding for Safe Harbor for FY 2003-04. This past year, Samaritan House has been successful in meeting its performance measures.

 

It is requested that the Director of Human Services Agency be authorized to execute Amendments up to $25,000 per funding source since this would provide an expedient and efficient mode for taking care of minor Amendments to the Agreement.

 

County Counsel has reviewed and approved this Agreement as to form. Risk Management has reviewed and approved the Contractor’s insurance coverage.

 

Vision Alignment

This action keeps the commitment of: Offering a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families. The action contributes to this commitment and goal by providing emergency, transitional housing and social services for homeless families and individuals.

 

Fiscal Impact

Funding for this Agreement is $424,000, of which $100,000 is from CDBG and $300,000 is Net County Cost, which is included in the Recommended Budget for FY 2003-04. Additional funding of $24,000 is from the Federal Center for Substance Abuse Treatment Grant, which is in the Office of Housing Budget for FY 2003-04.
