First Amendment to the Airport Project Agreements

 

Recommendation

Adopt a Resolution to:

 

1.

Extend the term of the following Airport Project Agreements to June 30, 2004:

 

San Mateo County Central Labor Council;

 

Oakland Private Industry Council;

 

San Mateo Community College District; and

 

Private Industry Council of San Francisco;

 

2.

Authorize the Human Services Agency Director to execute the Second Amendment to each Agreement for the purpose of increasing the amount of each Agreement when state funding is allocated.

 

Background

On September 24, 2002, the Board of Supervisors adopted Resolution 65583 to accept a grant on behalf of the Workforce Investment Board in the amount of $2,538,390, from the 25% Governor’s Discretionary Grant Fund for the purpose of providing career assessment, counseling and retraining services for dislocated workers in the travel and airline industries. In addition this Resolution authorizes the Human Services Agency Director to enter into Agreements with subcontractors identified to provide such services by the Workforce Investment Board.

 

Discussion

Due to the growing number of workers being laid off from the airport and travel industry, it is crucial to continue to provide employment and retraining services. The State has not released the budget and allocated funds to Local Workforce Investment Areas for FY 2003-04. It is anticipated that the State will be releasing allocations in the months ahead. However, the amount is unknown.

 

For the purpose of continuing services to dislocated workers it is being requested that the Board of Supervisors authorize extending the term for each of the Airport Agreements to June 30, 2004 and authorize the Human Services Agency Director to execute the Second Amendment for each of the Airport Project Agreements for the purpose of adding state funds when they become available. All of the Agreements have sufficient funds remaining to continue services to the end of this fiscal year.

 

No Request for Proposal Process is required since we are continuing ongoing services with these providers, which were selected via the Workforce Investment Board Process. County Counsel has reviewed and approved these First Amendments as to form. Risk Management has reviewed and approved insurance for each of the Agreements as well.

 

Vision Alignment

The Agreements with San Mateo County Central Labor Council, Oakland Private Industry Council, San Mateo Community College District, and San Francisco Private Industry Council keep the commitment of: create opportunities for every household to participate in our prosperity and goal number 17: All households experience real gains in income. These efforts contribute to this commitment and goal by supporting employment and training services that assist individuals in finding gainful employment and reaching self-sufficiency.

 

Fiscal Impact

The term of the Airport Project Agreements is from September 1, 2002 through June 30, 2004. No new funding is being added to the Agreements at this time. It is understood by each Contractor and in the body of the language of each Agreement that funding is contingent upon the availability of County, state and federal funds, and that the County may terminate the Agreement for unavailability of federal, state or County funds. Funding for these Agreements will be appropriated in the FY 2003-04 Recommended Budget. There is no Net County Cost as a result of this Agreement.
