First Amendment to the Agreement with the Child Care Coordinating Council

 

Recommendation

 

Adopt a Resolution authorizing the execution of a First Amendment to the Agreement with Child Care Coordinating Council, which reduces funding for several programs and increases the Child Care Facilities Expansion Fund resulting in a net reduction in the amount of the Agreement.

 

Background

On March 26, 2002, the Board of Supervisors approved an Agreement with the Child Care Coordinating Council for the purpose of providing a variety of child care resource and referral services for San Mateo County, including child care services to former CalWORKs participants. The Child Care Coordinating Council also provided services to CalWORKs participants through its Warmline Program and training services to child care providers through the Exempt Provider Training Program.

 

Last fall, the Board of Supervisors endorsed the effort to increase the child care supply in San Mateo County by allocating a one-time payment to the Peninsula Quality Fund for Early Childhood Facilities. The Child Care Facilities Expansion Fund has also provided staffing to promote that effort.

 

Discussion

This First Amendment increases the amount of the Child Care Facilities Expansion Fund by $25,000 for the purpose of providing supplemental funding for a full time Fund Manager position. The Fund Manager plans, develops and secures additional financing for those facilities that will receive funding from the Child Care Facilities Expansion Fund.

 

In addition, this First Amendment results in a net decrease to the amount of the Agreement. The Exempt Provider and Warmline Programs will be discontinued due to funding availability. The total amount of the decrease for both programs is $211,843. The HSA Leavers Project was a one-time project and will end June 30, 2003. The Peninsula Quality Fund for Early Childhood Facilities Program received one-time funding through this Agreement and is an ongoing program.

 

Vision Alignment

The Agreement with Child Care Coordinating Council keeps the commitment of: Ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. This Amendment contributes to this commitment and goal by reallocating resources to provide quality child care options and safe child care centers in San Mateo County.

 

Fiscal Impact

The term of this amended Agreement is March 26, 2002 to December 31, 2004. The decrease of $211,843 for the Exempt Provider and Warmline Programs and, the increase of $25,000 to the Child Care Facilities Expansion Fund result in a reduction of $186,843 making the total Agreement obligation $660,846. Funding for Child Care Facilities Expansion Fund Manager in the amount of $25,000 will be paid 100% by Temporary Assistance for Needy Families (TANF) Incentive Funds and is included in the FY 2003-04 Recommended Budget. There is no Net County Cost.
