Fifth Amendment to the Agreement with Opportunities Industrialization Center-West (OICW)

 

Recommendation

Adopt a Resolution authorizing:

 

1.

A waiver of the Request for Proposal Process; and

 

2.

The execution of a Fifth Amendment to the Agreement with OICW extending the amount by $111,230 and the term to June 30, 2004. The total Agreement obligation is $2,530,794.

 

Background

On July 25, 2000, the Board of Supervisors approved an Agreement with OICW for the purpose of closeout activities for the Job Training Partnership Act (JTPA), and to provide WorkFirst One-Stop Career Center services during the period of July 1, 2000 through June 30, 2002. The original Agreement obligation was $1,415,612.

 

The Board of Supervisors has approved four previous Amendments to add Comprehensive Year-Round Youth Services, and extended the term of the Agreement, increased the amount of the Agreement, reduced the funds from the One-Stop Career Center Services in Menlo Park for FY 2001-02 to support the expansion of the PeninsulaWorks One-Stop system and increased services through the Jobs Now program and the One-Stop Career Center.

 

Discussion

This Fifth Amendment extends the Agreement for OICW to offer a course in Medical Billing and Coding instructions and employability skills training targeted to dislocated workers. OICW will perform recruitment, comprehensive assessment, case management, and post placement follow-up services for the Medical Billing and Coding course and the Pharmacy Technician course offered through Mission College of Santa Clara. The latter course is also targeted to dislocated workers and will be held on-site at OICW. Graduates of the Pharmacy Technician course will be eligible to apply for a pharmacy technician license from the California State Board of Pharmacy.

 

In addition this Amendment provides for the continuation of vocational training services during FY2003-04 for CalWORKs participants. Many CalWORKs individuals need training to reach employment and self-sufficiency. This additional funding for vocational training services would allow us to increase our educational and training resources for CalWORKs customers. The trainings offered at OICW include Clerical/Office Skills, Pharmacy Technician, Medical Billing/Coding, Culinary Arts, Construction, and others. In addition, OICW provides assessment, case management, job placement and follow-up services for clients. These training services will provide educational opportunities for CalWORKs recipients that would otherwise be unavailable.

 

Funding for other programs provided by the Contractor, i.e., PeninsulaWorks One-Stop Career Center Services, Year Round Youth and JOBS Now, will be added in a form of a Sixth Amendment when the State’s official notification is received.

 

It is being requested that the Board of Supervisors waive the Request for Proposal Process as this Contractor can meet the timelines needed to provide emergency services to dislocated workers in San Mateo County. County Counsel has reviewed and approved this Amendment as to form. Risk Management has reviewed and approved Contractor’s insurance for this Agreement.

 

Vision Alignment

The Agreement with OICW keeps the commitment of: Creating opportunities for every household to participate in our prosperity and sowing the seeds of our future prosperity and goal numbers 17 and 19: All households experience real gains in income and the skills level of new workers rises with improved K-12 education and training options. This Agreement contributes to these commitments and goals by supporting employment and training services that assist individuals in finding gainful employment and also by providing educational, vocational and support services to youth.

 

Fiscal Impact

This Amendment increases the Agreement as follows: $18,750 for Pharmacy Technician Training, $52,480 for Medical Billing and Coding instructions training and $40,000 for ongoing vocational training services for a total of $111,230. The total Agreement obligation $2,530,794 for the term of July 1, 2000 through June 30, 2004. This total obligation is funded with WIA and Incentive funds and, is appropriated in the FY 2003-04 Recommended Budget. There is no Net County Cost.
