BOARD MEETING DATE:

June 24, 2003

TO:

Honorable Board of Supervisors

FROM:

Neil R. Cullen, Director of Public Works

SUBJECT:

Reconstruction of Edison Way – North Fair Oaks Area
(County Project No. R7F00 – F36 [305D])

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Reconstruction of Edison Way.

Previous Board Action

1.

Adopted Resolution No. 66000 on May 13, 2003, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

2.

Authorized the Director of Public Works to execute agreements with utility agencies/cities for utility/road type work costing less than $50,000 proposed to be done in conjunction with County road projects.

Discussion

On June 10, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

Top Grade Construction, Inc.

50 Contractors Street

Livermore, CA 94551-4863

at $1,448,844.25 was the lowest bid received.

The Engineer’s estimate was $1,650,000. A summary of the bids received is as follows:

1.

Top Grade Construction, Inc.

$1,448,844.25

2.

O’Grady Paving, Inc.

$1,491,818.20

3.

Granite Rock Company DBA Pavex Construction

$1,507,450.00

4.

McGuire and Hester

$1,510,782.50

5.

Interstate Grading & Paving, Inc.

$1,552,953.75

6.

C.F. Archibald Paving, Inc.

$1,565,474.00

We have also reviewed the contract documents and have determined that the Affirmative Action program of Top Grade Construction, Inc. is in accordance with the current Affirmative Action Guidelines.

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7, “maintain and enhance public safety of all residents and visitors,” as the proposed project improves Edison Way for the benefit of both the adjacent property owners as well as the general public.

Fiscal Impact

The total estimated cost of the project, including construction, contingencies, is $1, 600,000, which includes a ten percent (10%) contingency (approximately $151,150) as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, linear feet of concrete pipe, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weights of the material and the actual limits of the constructed project.

Funds have been appropriated in the Road Fund to finance this work. We estimate that the Road Fund will be reimbursed $3,600 for work performed for the Fair Oaks Sewer Maintenance District, and $1,000 for work performed for SBC (formerly Pacific Bell Company).

Reimbursement for the cost of doing work for the Fair Oaks Sewer Maintenance District and SBC will be covered by agreements executed by the Director as authorized by your Board.

There is no impact to the General Fund.

A form of resolution has been approved by County Counsel.
