Phase I - Renovation of Windows and Glazing - Building A & B of the Maguire Correctional Facility, Redwood City (Projects No. P7D02, P7D03 & P7G01)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Phase I Renovation of Windows and Glazing in Building A & B of the Maguire Correctional Facility.

 

Previous Board Action

Adopted Resolution No. 65971 on May 6, 2003, adopting plans and specifications, determining prevailing wage scales and calling for sealed proposals for the above referenced project.

 

Discussion

On Tuesday, June 3, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

Additive Bid No. 1:

Renovate all 2nd floor windows on the East Elevation (Winslow Street) of Building A.

Renovate all 3rd floor windows on the East Elevation (Winslow Street) of Building A.

     
 

Additive Bid No. 3:

Remove the existing glazing and replace with new security glass at the South Elevation, Level 2 and East Elevation, Level 2 of Building B.

     
 

Additive Bid No. 4:

Remove and replace all sealant and backer rod in the vertical and horizontal joints of the concrete panels on the South Elevation of Building A.

     
 

Additive Bid No. 5:

Remove and replace all sealant and backer rod in the vertical and horizontal joints of the concrete panels on the East Elevation of Building A.

     
 

Additive Bid No. 6:

Increase the guarantee period from five (5) years to ten (10) years in Specification Section 08801 Security Glazing, paragraph 1.07A. Guarantee.

 

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by Best Roofing and Waterproofing, Inc. is in accordance with the current Affirmative Action Guidelines; and we have also confirmed that they are in compliance with the equal benefit provisions of the County Ordinance Code.

 

The low bid amount is $ 29,000 (8.3%) over the engineer’s estimate of $350,000. However, we believe the bid is competitive and represents a fair price for doing the work involved in renovating the windows and replacing the security glazing at the correctional facility.

 

We are also recommending that the Additive Bids 4 and 6 be included in the contract work. Additive Bid 4 ($8,300) provides for the removal and replacement of all sealant and backer rods in the vertical and horizontal joints of the concrete panels on the south elevation of Building A, and it is cost effective to have this work done in conjunction with the reglazing work that is proposed for the same area. This work is recommended as the caulked joints show signs of deterioration as the joint material has exceeded its expected useful life. Deterioration of the caulk can result in water intrusion into the building. Additive Bid 6 ( $10,000) increases the guarantee period of the security glazing from five (5) years to ten (10) years. This is recommended in order to have the contractor provide a higher grade of glazing. The existing security glazing began to delaminate after the five (5) year guarantee expired.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, “maintain and enhance the public safety of all residents and visitors” of the Shared Vision Commitment to “ensure basic health and safety for all,” as the renovation of windows and replacement of security glazing will enhance the security of the Correctional Facility.

 

Fiscal Impact

The total estimated cost of construction including additive bid items and an eight percent (8%) contingency is $429,000 ($379,000 low bid, $8,300 Additive Bid 4, $10,000 Additive Bid 6, $31,700 contingency). The contingency will be used to pay the contractor for any unforeseen work that is authorized by executed contract change orders. The project is included in the 2002-2003 Capital Projects Budget and is financed with General Funds and Prop. 172 Funds.

 

An appropriation is proposed in the 2003/2004 Fiscal Year Budget to do additional window and glazing renovation at the correctional facility. The contractor is obligated to accept his bid prices for the other Additive items of work for the duration of the contract. We will bring a resolution to your Board recommending that additional Additive work be included in this contract if the appropriation for additional work is approved in the 2003/2004 Budget and if the contractor’s work is satisfactory.

 

A form of resolution has been approved by County Counsel.
