SUBJECT:

Construction of Valley Gutters on Santa Clara Avenue and West Selby Lane- Sequoia Tract Area near Redwood City (County Project No. R8L00)

 

Recommendation

Adopt a resolution adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the construction of concrete valley gutters on Santa Clara Avenue and West Selby Lane.

 

Previous Board Action

Adopted Minimum Road Standards for the Sequoia Tract area.

 

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 

Key Facts

The construction of valley gutters will complete minimum standard improvements on Santa Clara Avenue and West Selby Lane.

The Town of Atherton has requested the County to extend the improvements to include work within the Town.

The Fair Oaks Sewer Maintenance District has requested that work on their facilities be included in the proposed project.

 

Discussion

The travel lanes on Santa Clara Avenue and West Selby Lane were reconstructed in the 1980’s with the work financed by a State grant. However, valley gutters were not constructed as part of that work. Your Board adopted minimum road standards for the area in 1996, which included valley gutters to handle street drainage. The proposed project will construct concrete valley gutters on Santa Clara Avenue between Woodside Road and Stockbridge Avenue, and on West Selby Lane between Santa Clara Avenue and Selby Lane. The project will also include installing and modifying roadway drainage facilities, constructing access ramps, and resurfacing the two roads.

 

The Town of Atherton has requested that we construct returns and install a drainage inlet within their corporate limits at the intersection of Santa Clara and Stockbridge Avenues; and the Fair Oaks Sewer Maintenance District has requested that we raise their facilities to the new grade of the road as part of our project.

 

We will notify the property owners within the project limits of the timing of the project once a contract has been awarded and the construction schedule of the contractor is known.

 

This project qualifies for a Categorical Exemption pursuant to Section 15301, Class 1 of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “Ensure Basic Health and Safety for All” and Goal Number 7 “maintain and enhance the public safety of all residents and visitors,” as the project will improve drainage on the two roads and improves the condition of the road surface for the benefit of the public.

 

Fiscal Impact

The estimated cost of construction is $528,000, which is proposed to be financed as follows:

Reimbursement for the cost of doing work for the Town of Atherton and the Fair Oaks Sewer Maintenance District will be covered by agreements executed by the Director as authorized by your Board.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
