Polhemus Road Sanitary Sewer Replacement Project – Polhemus Road Area (Project No. SC101, F-36[275B])

 

Recommendation

Acting as the governing Board for the Crystal Springs County Sanitation District (CSCSD), adopt a resolution authorizing execution of a revocable permit agreement with the City and County of San Francisco Public Utilities Commission (SFPUC), which gives the CSCSD permission to install a sewer main over the SFPUC’s existing water line in order to provide a new connection between the Polhemus Road and Crystal Springs Road sewer mains.

 

Previous Board Action

Adopted Resolution No. 65947 on April 22, 2003, awarding and authorizing execution of a contract with D’Arcy & Harty Construction for the reconstruction and rehabilitation of CSCSD facilities in Polhemus Road and Crystal Springs Road.

 

Key Facts

1.

The existing sewer main crossing is above ground near the intersection of Polhemus and Crystal Springs Road and needs to be replaced in order to reduce the possibility of sewage spills into San Mateo Creek.

The new crossing over the SFPUC’s water line was included as an option in the sewer rehabilitation project, but we have not authorized our contractor to do the work as we did not have the necessary agreement with the SFPUC at the time the project was awarded.

 

Discussion

We have been negotiating with the SFPUC since July of 2002 for the necessary permit to allow for a new crossing of SFPUC’s facilities in order to replace the existing above ground sewer that crosses San Mateo Creek.

 

The SFPUC has developed the necessary agreement which allows the crossing but requires the CSCSD to remove or relocate the sewer if and when the SFPUC decides to relocate or do work on its facilities in this area. We will authorize our contractor to proceed with this work as part of the sewer rehabilitation contract if your Board approves the agreement.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7, “maintain and enhance public safety of all residents and visitors,” as it will improve the conditions of the sewer system for the benefit of the public.

 

Fiscal Impact

The estimated cost of processing the revocable permit with the SFPUC is $2,500; and the cost of the new crossing is approximately $29,000. CSCSD funds have been budgeted to finance this work.

 

There is no impact to the General Fund.

 

A form of resolution and agreement has been approved by County Counsel.
