RESOLUTION 1) WAIVING OF THE REQUEST FOR PROPOSAL (RFP) PROCESS AND 2) AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE AGREEMENT WITH DELOITTE CONSULTING FOR THE PURPOSE OF TRANSITIONAL POST IMPLEMENTATION SUPPORT AND MAINTENANCE TO HUMAN SERVICES AGENCY’S NEW WIB-BASED DAISY SYSTEM

______________________________________________________________

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Board of Supervisors authorized the execution of an Agreement with Deloitte Consulting on October 29, 2002, for the purpose of developing a web-based system that would provide an easier and more accurate process of data entry by treatment providers of the Alcohol and Other Drugs Services program; and

WHEREAS, the parties now wish to amend the Agreement to increase the amount and extend the term for the purpose of providing transitional post implementation support and maintenance to the Human Services Agency’s new web-based DAISY system; and

WHEREAS, the best interest of the County would be served by waiver of the Request for Proposal (RFP) since Deloitte Consulting has developed the centralized web-based application and now post implementation support and maintenance is critical for the successful deployment of the DAISY application; and

WHEREAS, this Board of Supervisors has been presented with a form of the First Amendment to the Deloitte Consulting Agreement and said Board has examined and approved same as to both form and content and desires to enter into same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors is hereby authorized and directed to execute the First Amendment to the Deloitte Consulting Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto.

BE IT FURTHER ORDERED AND DETERMINED, that the Request for Proposals process is hereby waived.
