RESOLUTION AUTHORIZING EXECUTION OF A FIRST AMENDMENT TO THE AGREEMENT WITH HORIZON SERVICES, INC., AND SECOND AND THIRD AMENDMENTS TO THE FEE-FOR-SERVICE AGREEMENTS WITH FOURTEEN ALCOHOL AND DRUG TREATMENT PROVIDERS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, on October 1, 2002, Alcohol and Other Drug Services released a Request For Proposals for SACPA/Proposition 36 alcohol and drug aftercare treatment services for individuals with co-occurring disorders an aftercare services, for the period January 1, 2003, through June 30, 2003; and

 

WHEREAS, on October 22, 2002, the County of San Mateo entered into fee-for-service Agreements with various alcohol and drug treatment providers for the provision of substance abuse treatment for Comprehensive Drug Court Implementation (CDCI) eligible individuals, and Substance Abuse and Crime Prevention (SACPA) probationers and parolees; and

 

WHEREAS, on February 4, 2003, the Board of Supervisor approved First Amendments to eleven of the fourteen fee-for-service Agreements to decrease state CDCI funding and to add Drug Court Partnership Act (DCPA) alcohol and drug treatment services for FY 2002-03; and

 

WHEREAS, on April 22, 2003, the Board of Supervisors approved an Agreement with Horizon Services, Inc., and First Amendments to three of fourteen fee-for-service Agreements, and Second Amendments to eleven fee-for-service Agreements; and

 

WHEREAS, it is now the mutual desire and intent of the parties to amend the fee-for-service alcohol and drug treatment Agreements with: 1) Asian American Recovery Services; 2) Avalon Counseling Services; 3) Daytop Village, Inc.; 4) El Centro de Libertad; 5) Family And Community Enrichment Services, Inc.; 6) Free At Last; 7) The Latino Commission; 8) Project Ninety, Inc.; 9) Pyramid Alternatives; 10) Service League of San Mateo County; 11) Sitike Counseling Center; 12) Walden House, Inc.; 13) Women’s Recovery Association; and 14) Youth and Family Assistance to add SACPA/Proposition 36 alcohol and drug treatment funding and include Daytop Village, Inc. in the provider pool, for the Drug Court Partnership ACT services; and

 

WHEREAS, it is now the mutual desire and intent of the parties to amend the fee-for-service alcohol and drug treatment Agreements with: 1) Daytop Village, Inc.; 2) Free At Last; 3) Project Ninety, Inc. 4) Service League of San Mateo County; 5) Sitike Counseling Center; 6) Women’s Recovery Association; and 7) Horizon Service, Inc., to add new funding for the CSAT HIV “Door-to-Treatment” services for FY 2002-03; and

 

WHEREAS, it is now the mutual desire and intent of the parties to amend the fee-for-service alcohol and drug treatment agreements with: 1) Asian American Recovery Services; 2) Avalon Counseling Services; 3) El Centro de Libertad; 4) Free At Last; 5) The Latino Commission; 6) Project Ninety, Inc.; 7) Pyramid Alternatives; 8) Service League of San Mateo County; 9) Sitike Counseling Center; 10) Walden House, Inc.; and 11) Women’s Recovery Association to increase state CDCI funding; and

 

WHEREAS, it is now the mutual desire and intent of the parties to amend the fee-for-service alcohol and drug treatment Agreements with 1) Asian American Recovery Services; 2) Avalon Counseling Services; 3) Daytop Village, Inc.; 4) El Centro de Libertad; 5) Family And Community Enrichment Services, Inc.; 6) Free At Last; 7) Horizon Services, Inc., 8) The Latino Commission; 9) Project Ninety, Inc.; 10) Pyramid Alternatives; 11) Service League of San Mateo County; 12) Sitike Counseling Center; 13) Walden House, Inc.; 14) Women’s Recovery Association; and 15) Youth and Family Assistance to extend the term of the Agreements to August 5, 2003; and

 

WHEREAS, this Board has been presented with forms of the First Amendment to the Agreement with Horizon Services, Inc., and Second and Third Amendments to fourteen fee-for-service alcohol and drug treatment Agreements and has examined and approved them as to both form and content and desires to enter into said Amendments to the Agreements.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to execute said First, Second and Third Amendments to the fifteen fee-for-service alcohol and drug treatment Agreements for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
