RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS AND AUTHORIZING THE EXECUTION OF A FIFTH AMENDMENT TO THE AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND OPPORTUNITIES INDUSTRIALIZATION CENTER-WEST (OICW) FOR FY 2003-04

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on July 25, 2000, by Resolution Number 63818, the Board of Supervisors authorized execution of an Agreement with Opportunities Industrialization Center-West (OICW) to provide Work First structured job search workshops and network activities and One-Stop Career Center services to Workforce Investment Act eligible participants, which has been amended on four previous occasions; and

WHEREAS, the County of San Mateo and OICW desire to enter into a Fifth Amendment to the Agreement to provide one cycle of Medical Billing & Coding instructions and employability skills training, targeted for Dislocated Workers; provide recruitment, assessment, case management and post placement follow-up services for the Medical Billing and Coding course and for the Pharmacy Technician course offered through Mission College of Santa Clara to be held on-site at OICW; and provide vocational training services for CalWORKs participants during FY2003-04; and

WHEREAS, It is being requested that the Board of Supervisors waive the Request for Proposal Process as this Contractor can meet the timelines needed to provide emergency services to Dislocated Workers in San Mateo County; and

WHEREAS, there has been presented to this Board of Supervisors for it consideration and acceptance an Amendment, reference to which is hereby made for further particulars, whereby services will be provided by OICW and the amount of the Amendment shall be $111,230 for a total contract obligation of $2,530,794; and

WHEREAS, such services will conform to all WIA requirements; and

WHEREAS, this Board has been presented with a form of such Amendment and said Board has examined and approved same as to both form and content and desires to enter into the same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors be, and is hereby authorized and directed to execute said Fifth Amendment for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest his signature thereto.

BE IT FUTHER DETERMINED AND ORDERED that the Request for Proposal Process is waived.
