Recommendation

Adopt a resolution to:

 

1. Approve the preliminary plans and specifications of the San Mateo County Youth Services Center and authorize completion of construction documents to be used for bidding.

 

2. Authorize the prequalification of contractors and the publication of a Notice to Contractors twice in a local newspaper.

 

3. Authorize the Assistant County Manager to call for bids and to set the bid opening date, time and place.

 

Background

On October 22, 2002, by Resolution No. 65620, the Board of Supervisors authorized the County Manager's Office to execute an agreement with Turner Construction Company to provide construction management, architectural and engineering services for the San Mateo County Youth Services Center. The Master Plan was presented to the Board on December 3, 2002. Subsequent revisions were presented to the Youth Services Center Executive Committee on April 24, 2003 and were approved. The preliminary plans and specifications are now complete and ready for adoption by the Board.

 

Discussion

The major components of the San Mateo County Youth Services Center project include the juvenile hall, juvenile court, girls camp, receiving home, group home, and probation offices. The project will be designed and constructed utilizing a construction manager. The construction manager is responsible to oversee the design, construction, budget and schedule. The construction work will be performed by prequalified contractors. The County will receive individual bids, award the bids to the lowest responsive and responsible bidders, and assign those bids to the construction manager. The construction manager will manage the contracts and construction. This process has been used successfully on prior County projects.

The first phase of construction is the sitework. It is scheduled to start in October 2003 and finish in January 2004. Building construction will start in the spring of 2004 and occupancy is scheduled for May 15, 2006. Contractor prequalification will be coordinated with the bid schedule. The first contractor prequalification is for sitework. Sitework bids are due in September 2003. Building contractor prequalification will start in January 2004.

 

Vision Alignment

The construction of the San Mateo County Youth Services Center keeps the commitment of "Ensure basic health and safety for all" and goal number eight: "Help vulnerable people--the aged, disabled, mentally ill, at-risk youth and others--achieve a better quality of life". This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community.

 

Fiscal Impact

The project budget is $125 million. Funds will be available upon the sale of lease revenue bonds.
