Memorandum of Understanding with Service Workers International Union Local 715 - In-Home Supportive Services

 

Recommendation

Adopt a resolution implementing the Memorandum of Understanding with Service Employees International Union (SEIU) for In-Home Supportive Services for a one year period ending June 30, 2004.

 

Background

The IHSS Public Authority has negotiated single year agreements with SEIU since 1998.

 

Discussion

The Public Authority concluded negotiations with SEIU on June 26, 2003. The following summarizes the major agreements in the Memorandum of Understanding which covers the period of July 1, 2003 to June 30, 2004:

Salary Increases

Salaries are increased to $10.50 per hour effective October 1, 2003, contingent upon the State's agreement to share in an increase to $10.50 at the current funding formula.

Benefits

In the event of an increase in the Health Benefits premium, the parties will meet and confer to discuss potential reallocation of funds available for benefits within the County share.

 

The number of slots for dental and vision benefits will be increased from 1900 to 1950 effective July 1, 2003.

The Life Insurance benefit shall be eliminated effective July 1, 2003, and the savings from such elimination shall be used to upgrade Dental coverage to the Blue Cross plan.

 

Vision Alignment

This item keeps the commitment of responsive, effective and collaborative government through goal number 20; government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

Fiscal Impact

All funds for this agreement are included in the Public Authority budget for 2003-04, which was adopted by the Board of Supervisors on June 27, 2003, except for funding for a possible wage increase. The agreement includes an increase in wages to $10.50 per hour effective October 1, 2003 subject to the state agreeing to participate in an increased wage of $10.50 per hour at the current sharing ratios. This new hourly rate would result in an increase in the County share of $605,780, and an Appropriation Transfer Request would be required to meet the additional cost.
