Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· reclassifying one position,

· adding one new position,

· converting one position from unclassified to classified status,

· combining two part time positions into one full time position,

· converting one position to confidential status, and

· implementing the reorganization of the Alcohol and Other Drugs Division of the Human Services Agency, and

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification actions represent a monthly salary and benefit savings of $354 or an annual savings of $4,248.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 66000 SAN MATEO COUNTY MEDICAL CENTER

Action A:

Add: One position of F009, Nurse Practitioner

Biweekly Salary: $3172.80 - 3751.20

Approximate Monthly Salary: $6874 - 8128

Explanation:

This is the addition of one new position of Nurse Practitioner. This position is needed to staff the UCSF surgery contract. This contract was previously approved by the Board and included this position as part of the County obligation. However, the salary ordinance that was needed to add the position was inadvertently omitted by the department in the submittal. This action represents a monthly salary and benefits cost of $10,566 based on filling the position at the top step of the range. This action increases the total number of authorized positions by one.

Action B:

Combine: Two part time positions of F020, Licensed Vocational Nurse

Biweekly Salary: $1681.60 - 1988.00

Approximate Monthly Salary: $3644 - 4308

Into: One full time position

Same salary range

Explanation:

This is the combining of two part time patient care positions into one full time position. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action decreases the total number of authorized positions by one.

Action A:

Change: One position of B183S, Community Worker - unclassified series

Biweekly Salary: $1179.20 - 1629.60

Approximate Monthly Salary: $2555 - 3531

To: Classified status

Explanation:

This is the conversion of one unclassified position at the Fair Oaks Clinic to classified status. The position was originally established through grant and other uncertain long term funding and was appropriately created in the unclassified service. Since implementation, however, the position has been integrated into the overall delivery structure and provides ongoing health services in the clinic. As the position is anticipated to fill an ongoing need it is appropriate to convert it to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Action B:

Change: One position of E003, Administrative Secretary III

Biweekly Salary: $1581.60 - 1976.80

Approximate Monthly Salary: $3427 - 4283

To: Confidential status

Same salary range

Explanation:

This is the conversion of one position of Administrative Secretary III to confidential status. The specific duties of the incumbent in this position involve providing detailed and confidential support to the Division Director for the County Medical Clinics. As such it is appropriate to designate the position as confidential. This action represents a monthly salary and benefits cost of $43 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Explanation:

This is a lateral reclassification of the Social Workers in the Alcohol and Other Drug Services Unit of the Human Services Agency. A review of the positions in the unit indicates that the duties performed by the incumbents are more specialized to the work of the division and necessitate the creation of a new job series that more appropriately matches the duties performed. This action represents a monthly salary savings of $1078 based on filling the positions at the top step in the range. There is no change in the total number of positions.

One position of G095, Social Work Supervisor

Biweekly Salary: $2366.40 - 2958.40

Approximate Monthly Salary: $5128 - 6410

One position of D090 Human Services Manager I

Biweekly Salary: $2560.00 - 3200.00

Approximate Monthly Salary: $5547 - 6934

Explanation:

This is the deletion of one vacant position of Social Work Supervisor and the addition of one Human Services Manager I. This position will provide necessary managerial support in the Northern Region of the Human Services Agency for new programs being implemented. This action represents a monthly salary and benefits increase of $681 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.
