TO:

Honorable Board of Supervisors

FROM:

John Maltbie, County Manager

SUBJECT:

Employee of the Month for August 2003

RECOMMENDATION

Honor Arlette Hess as Employees of the Month for August 2003 and authorize the President of the Board to sign the commendation.

BACKGROUND

The Employee of the Month program was established in December 1984 to recognize and honor County employees who consistently demonstrate an outstanding level of performance.

Our Employee of the Month for August 2003 is Arlette Hess, Benefits Analysts II, in the Human Services Agency.

DISCUSSION

A County employee for over 14 years, Arlette has been the Healthy Kids Benefits Analyst since November 2002. Arlette's main responsibility is to determine eligibility for the newly created Healthy Kids program. The Healthy Kids program was projected to enroll 2,000 children in the first year of operation. In six months, approximately 2,500 children have been enrolled, thanks in large part to the tireless efforts of Arlette. Yet, this is only a fraction of what she does.

Arlette has also participated in the Healthy Kids Policies and Procedures committee, establishing guidelines and assisting in writing the training manual. She has been responsible for training staff on how to determine Healthy Kids eligibility. And she has been HSA liaison with the Health Plan of San Mateo, addressing their concerns to ensure that applicants are swiftly enrolled into Healthy Kids.

Arlette has also coordinated and assisted with many outreach events, which has greatly enhanced the success of our program. Presently, Arlette is also working on the One-E-App Policy and Procedures committee, which will help make applying for medical insurance an easier and less burdensome task for the public.

Arlette was nominated by her supervisor, Richard Holman who nominated her "for all she does, and in the friendly, cooperative way she performs her job."

Our County is fortunate to have Arlette Hess as one of its outstanding employees.
