Background

On October 22, 2002, by Resolution No. 65620, the Board of Supervisors authorized the County Manager's Office to execute an agreement with Turner Construction Company to provide construction management, architectural and engineering services for the San Mateo County Youth Services Center. To permit the County the option to phase the construction of the project, the Agreement included complete design and construction management for the juvenile hall and only master planning and schematic design for the juvenile court, offices, and community school. The Master Plan approved by the Executive Committee on November 7, 2002 and presented to the Board on December 3, 2002 included the design and construction of all building components. A revision to the Master Plan, which included the Crystal Springs Hospital site, was presented to the Youth Services Center Executive Committee on April 24, 2003 and was approved. The County is responsible only for changes initiated by the County or caused by unforeseeable circumstances.

 

Discussion

The County has been awarded a $21 million grant from the State toward the construction of the juvenile hall. This grant carried with it a requirement that occupancy of the new juvenile hall occurs before September 2006. To meet this schedule, the design of the project had to start in the summer of 2002. At that time, there were certain unresolved program and financing issues. The State was in the process of taking over courts, presenting fiscal, design and operational questions. The Probation offices had not been authorized by the Board of Supervisors. The County was seeking a State grant for a community school. To comply with the schedule deadline for the juvenile hall and allow the County flexibility with regard to the unresolved issues, the contract for design and construction with Turner Construction Co. was executed in the summer of 2002 for only the juvenile hall. The County intended to modify the construction manager's contract as needed when further decisions were made. Turner's contract required master planning and schematic design of all building components to ensure a cohesive site plan. During the master plan phase, the Executive Committee and the Board of Supervisors authorized the construction of all components of the project. That authorization required additional services from the architect and construction manager in the amount of $2.7 million. Those additional services include design development, construction documents, bidding and construction management of the offices and juvenile courts.

During the master plan and schematic design phase, the County received a number of concerns from the Board of Corrections and the community. The BOC urged the County to consider implementing additional "new generation" design concepts into the site plan. While the County was informed of these concepts, some conflicted with the County's established ways of operating the juvenile hall. Through discussion and redesign, the BOC and the County came to agreement on a design. The community was mainly concerned with its view of the new facility, safety and light pollution. The County has addressed their concerns by relocating several facilities, constructing a visual barrier and designing low levels of lighting. In addition, as part of the County's commitment to the community and its responsibility the California Department of Forestry, the CDF fire station will be modified. These revisions to the Master Plan amount to approximately $500,000.

The geotechnical report indicated the presence of serpentine rock, which contains natural asbestos fibers. The presence of this material required the County to engage a consultant to provide a mitigation work plan. The environmental approval process required the County to determine if Hillcrest and Crystal Springs Hospital had historical significance. In addition, the County has agreed to permit the use of Subguard insurance in lieu of contractor payment and performance bonds and to waive the requirement for Turner Construction Co. to provide a payment bond.

 

Vision Alignment

The construction of the San Mateo County Youth Services Center keeps the commitment of "Ensure basic health and safety for all" and goal number eight: "Help vulnerable people--the aged, disabled, mentally ill, at-risk youth and others--achieve a better quality of life". This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community.

 

Fiscal Impact

The project budget is $125 million. Funds are available in the Capital Projects budget to fund this revision order until additional funds become available upon the sale of lease revenue bonds.
