Polhemus Road Resurfacing - Hillsborough / San Mateo Area

Recommendation

Adopt a resolution adopting the plans and specifications dated July 31, 2003, determining prevailing wage scales, and calling for sealed proposals for the resurfacing of a portion of Polhemus Road.

 

Previous Board Action

1.

Adopted Resolution No. 63445 on February 29, 2000, authorizing an application for Federal Surface Transportation Program (STP) funds to partially finance this and other resurfacing projects.

   

2.

Authorized the Director of Public Works to execute agreements with utility agencies for utility type work costing less than $50,000 proposed to be done in conjunction with road projects.

 

Key Facts

The proposed project is part of our overall program to preserve the County maintained road system.

The project qualifies for funds available through the Federal Surface Transportation Program.

 

Discussion

The proposed project, totaling approximately 1.37 miles in length, repairs failed pavement areas, installs pavement reinforcing fabric, resurfaces the road and constructs other associated facilities including utility work as requested by the utility providers that serve the area. This project was postponed for the last two construction seasons to accommodate a sanitary sewer main replacement project that is now nearing completion.

 

The San Mateo County Planning Department has determined that this project is exempt from the requirements for preparation of an EIR under Section 15301(C) Class 1, of the California Environmental Quality Act and we have filed a Notice of Exemption with the County Clerk.

 

The California Department of Transportation, which administers the Federal funding, has authorized us to proceed with advertising for bids for the work.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7 "maintain and enhance the public safety of all residents and visitors," as it will improve the condition of the road surfaces for the benefit of the public.

 

Fiscal Impact

The total estimated cost of construction is $345,000, and is proposed to be financed as follows:

Reimbursement for the cost of doing work for the Crystal Springs County Sanitation District and the City of San Mateo will be covered by agreements executed by the Director as authorized by your Board.

 

Sufficient Road Funds have been budgeted to finance the project.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
