Rescission of Authorization to Install Stop Signs on Los Robles Drive at Adeline Drive - Burlingame Hills Area

 

RECOMMENDATION

Adopt a resolution rescinding your Board's authorization to install stop signs on Los Robles Drive, County Road No. 333, at its intersection with Adeline Drive.

 

PREVIOUS BOARD ACTION

Adopted Resolution No. 065946 authorizing the installation of stop signs on both Adeline Drive and Los Robles Drive at the intersection of these two streets.

 

KEY FACTS

The stop sign on Adeline Drive at its intersection with Los Robles Drive has been installed.

 

We deferred installing the stop signs on Los Robles Drive at the request of the adjacent property owners and the Burlingame Hills Association, as they believe the one stop sign is sufficient to improve the movement of traffic through this intersection.

 

We have reevaluated the intersection after the installation of the one stop sign and agree with the property owners and the Association that the intersection should function at an acceptable level without the additional signs.

 

DISCUSSION

We conducted a study and determined that the stopping sight distance on Adeline Drive at this intersection was limited due to the adjacent steep terrain and vegetation, and that a stop sign was warranted. We also recommended installing stop signs on Los Robles Drive to stop all approaches to this "T" intersection. However, we were contacted by the property owners and the Association as they believe the one sign has sufficiently improved the safety of the intersection, do not believe the additional signing is necessary, and are concerned that additional signing will detract from the rural setting of the area.

 

We have reevaluated the intersection and believe that the safety of the intersection will not be materially affected if the Los Robles Drive stop signs are not installed.

 

VISION ALIGNMENT

We believe our recommendation is consistent with your Board's Shared Vision Commitment to be a "responsive, effective and collaborative government," as rescinding the authority to install the stop signs responds to the residents' and property owners' request without materially changing the safety of the intersection.

 

FISCAL IMPACT

It costs approximately $200 to install a stop sign and these costs are normally financed with Road Funds. Therefore, rescinding the authorization will eliminate approximately $400 in costs to the Road Fund.

 

There is no impact to the General Fund.

 

A form of resolution rescinding the previous authorization has been approved by County Counsel.
