BOARD MEETING DATE:

TO:

Honorable Board of Supervisors

FROM:

Paul T. Scannell, Assistant County Manager

SUBJECT:

Lease Agreement with Shelter Network of San Mateo County for a portion of the building known as 1580 Maple Street, Redwood City for the Maple Street Shelter (Lease No. 5299)

Recommendation
Adopt a resolution authorizing the Board President to execute a Lease Agreement for a portion of the building at 1580 Maple Street, Redwood City, and authorizing the Assistant County Manager to execute notices and amendments associated with the lease.

Background
Since 1998 the Maple Street Shelter has occupied a portion of the former Sheriff’s Work Furlough Facility at 1580 Maple Street in Redwood City. Shelter Network of San Mateo County has used the facility under an informal rental agreement that expired on June 30, 2003.

Discussion
The proposed one-year lease of approximately 11,000 rentable square feet of shelter space provides a convenient location for the facility, which has successfully served the public for the past five years. The Human Services Agency has approved the terms, which include an in-kind donation of rent with a value of approximately $99,000 for the one-year term. The term of the lease is also set to coincide with opening negotiations on new service contracts in Fiscal Year 2004/2005.

Vision Alignment
The proposed lease keeps the commitment to: offer a full range of housing choices; and goal number 9: housing exists for people at all income levels and for all generations of families. The action contributes to this commitment and goal by offering emergency and temporary housing assistance to low-income individuals highly motivated to achieving an economic level relatively free of dependence on conventional forms of public assistance.

Fiscal Impact
The proposed lease rate of $1 results in an in-kind donation by the County of rent valued at approximately $99,000 per year.
